Blumont is looking to identify and collaborate with a Deputy Chief of Party (DCOP) for the anticipated USAID Economic Enabling Environment in Non-Regime Areas program in Syria. The ideal candidate is an experienced senior manager who will lead the overall operations for the project, which aims at creating a transparent and efficient economic governance ecosystem in Syria. This will be a full-time position, based at a dedicated Blumont office in the region, with possible travel into and around Syria. The DCOP report directly to the COP, and work closely with USAID to implement this complex program. will be a creative and flexible leader, and will need to be adept at remote management of the activity, taking into consideration the logistical requirements in Syria’s dynamic environment. This position and the minimum qualifications are contingent upon final USAID solicitation requirements and award of the program. This position is contingent upon award of the program.
Job Responsibilities:
- Assists the COP in the management of the various technical components of the activity.
- He/she must ensure that activity components are results-oriented, that deliverables are high quality, and that reporting is relevant and timely.
- Must focus on achieving results in all areas on schedule and ensuring synergies and cohesion between the various result areas.
- This individual must participate and engage in technical meetings and maintain positive relationships with relevant government officials, partners, and implementing partners.
- The DCOP will ensure that proper sub-sectoral technical aspects are incorporated in the activity’s grants and technical assistance.
Qualifications and Skills:
- A Bachelor’s degree or equivalent in fields relevant to the project in areas such as economics; Master’s degree highly preferred.
- A minimum of seven years of recent relevant experience (within the last 12 years) in leading technical activities related to macro-economic policy design and implementation; macro-economic evaluation and analysis; market systems development; micro-economic development; access to finance, etc.
- Experience in program management, either as COP, DCOP, or comparable role.
- Experience in Syria or other fragile and conflict affected country is preferred but not required.
- Demonstrated competency in negotiation and communication skills and excellent interpersonal, managerial, and written communication skills.
- Flexibility and ability to interact with rural communities of different backgrounds and ability to manage delivering work under non-permissive conditions.
- Fluency in Arabic and English required.
- Locals and host country nationals including Syrian, Iraqi, and Jordanian Nationals are encouraged to apply.
