The USAID- funded Human Rights for Peace (HR4P) Activity project in Bogota, Colombia, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party Technical (DCOP- Technical) position based in Bogota, Colombia.
Position Description/Summary:
The DCOP Technical will provide overall technical strategy for HR4P (known as InspiraPaz in Spanish), now in its second year of implementation which continues up to April 2028. The DCOP Technical will serve as Team Leader for the technical team charged with producing transformative human rights results in the areas of prevention, protection and coordinating for more effective response. The DCOP Technical will work with and through the HR4P consortium of five Colombian civil society organizations to ensure quality control and the overall responsiveness of technical assistance provided under the award. The DCOP Technical will report to the Chief of Party and may assume the Acting Chief of Party role, as needed.
Responsibilities:
* Provide technical vision and strategic programmatic leadership to a multi-disciplinary team of technical experts and civil society organizations in the fields of human rights and peacebuilding;
* Serve as point of contact for USAID/Colombia regarding technical implementation of project activities;
* Provide thought leadership through development of innovative approaches to reduce human rights violations, using evidenced-base decision-making tools to ensure and adapt high-impact programming;
* Oversee preparation and submission of technical efforts and reports required in the HR4P contract with USAID/Colombia;
* Liaise with Colombian government officials, local community stakeholders, civil society, academia, private sector, and other USAID-funded activities;

* Ensure HR4P Monitoring, Evaluation and Learning functions are fully integrated as management tools for adapting programs;
* Collaborate closely with home office staff to ensure achievement of intended technical results; and
* Manage the technical budgetary resources for effective programming.
Minimum Qualification Requirements:
* Minimum bachelor’s degree or higher in social sciences, human rights, political science, or related field. Master’s degree strongly preferred;
* Minimum ten (10) years of experience working on human rights, peacebuilding, democracy, governance, etc. Demonstrated knowledge and understanding of human rights issues;
* Exceptional managerial skills and demonstrated experience in managing technical direction of donor-funded projects of similar size and scope; USAID/USG experience preferred;
* Experience working with senior government officials and building consensus among diverse actors;
* Demonstrated ability to develop and manage programs, including sustaining partnerships and strong working relationships with civil society consortium partners, donors, host country government counterparts, academic institutions, civil society, and the private sector;
* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate one’s vision to partners and colleagues;
* Fluency in written and spoken English and Spanish is required. Writing skills in English required for reporting and monitoring purposes; and
