Proposal Summary:
This activity will support the implementation of the U.S. Government’s and USAID’s current priorities such as the Indo-Pacific Vision as well as future priorities that may arise during the life of the activity. This support encompasses activities related to the design, Monitoring & Evaluation, Collaborating, Learning and Adapting, Knowledge Management, and dissemination of results and learning throughout the program cycle.
Position Summary:
The Deputy Chief of Party (DCOP) supports the Chief of Party (COP) in providing technical program leadership in the development, management and project implementation that leads to desired project results. In the absence of the COP, the DCOP will assume overall responsibility for the project. This is a full-time position and will be based in Jakarta, Indonesia. This position is contingent upon award.
Responsibilities:
- Provides senior-level technical and managerial support on projects, including the design and implementation of activity verification and monitoring systems, performance monitoring and evaluation activities, data quality assessments, as well as research and assessment.
- Manages technical team and facilitates achievement of their program objectives and targets with technical backstopping and support.
- Initiates and facilitates regular technical meetings to review program implementation and outcomes (including review of service and outcome data) and identify measures to overcome implementation bottlenecks and enhance quality of deliverables.
- Manage external relationships with stakeholders, including grantees and partners. Facilitate the resolution of technical challenges among partners and foster a healthy partnership team.
- Draft technical deliverables and project reports as needed.
- Supervise country-based technical staff.
- Represent project at external meetings, as directed by the COP.
- Serve as Acting Chief of Party in their absence.
Qualifications:
- Master’s degree in public administration, international relations, economics, business administration, law or a related field.
- At least eight (8) years of work experience leading and implementing monitoring and evaluation projects.
- Proven expertise in delivering capacity building initiatives focused on monitoring, evaluation, learning, and adaptive management.
- Knowledge of and prior experience working on USAID-funded activities strongly preferred.
- Experience working on development programs in the Asia region.
- Fluency in English with excellent written and oral communications skills required, with proficiency in Bahasa Indonesia preferred.
