The Nauru-Australia Program on Economic Governance is seeking an experienced and motivated Deputy Secretary Treasury with a proven track record in public financial management, strategic fiscal advice and preparing government budget submissions. The ideal candidate is a collaborative, respectful, flexible, and resilient PFM specialist with a keen focus on budget management, financial reporting and capacity development. The ideal candidate has strong accounting skills and previous experience supporting the financial performance and compliance of State-Owned Enterprises (SOEs)
The Government of Nauru has made significant commitments to fiscal responsibility, inclusive service delivery and economic diversification. The Deputy Secretary Treasury is a pivotal role within the Department of Finance, responsible for providing strategic advice and assistance on a broad range of financial and budgetary matters. This position holds significant responsibility, requiring the ability to manage political relationships effectively.
The successful applicant will:
- Provide strategic advice to the Secretary, Minister for Finance and Cabinet on public financial management and the Nauruan economy.
- Develop and monitor the annual budget and the Development Fund.
- Enhance financial performance and oversight of SOEs.
- Prepare national budget submissions, including revenue and expenditure forecasts.
- Oversee government payment systems and the Financial Management Information System (FMIS).
- Provide accurate and timely accounting information in line with International Public Sector Accounting Standards (IPSAS)
- Strengthen internal audit capabilities within the Department of Finance.
- Build capacity of Nauruan counterparts to ensure sustainable national capability.
The position is an accompanied posting to June 2025 with the possibility for an extension. A competitive international standard remuneration package will be offered to the successful candidate, including housing, vehicle, leave and return airfares for international candidates.

About you
We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources and overcome challenges. The ability to successfully build and manage relationships with a broad range of stakeholders is essential.
To be successful in this role, you will have tertiary qualifications in economics, accounting, finance, or a related discipline. You bring extensive experience in senior executive roles, including within a government treasury or finance department in a developing country. Your background includes providing strategic advice to government ministers and stakeholders on financial matters;, preparing, monitoring, and reporting government budgets;, and prioritising expenditure with an emphasis on transparent and accountable public financial management. You are well-versed in government accounting systems and Financial Management Information Systems, with experience in preparing accounting reports and annual financial statements. Additionally, you are committed to capacity development, demonstrated by your experience in conducting training, mentoring, and developing procedures and manuals. Experience in financial oversight of SOEs and managing political relationships will be highly valued as will be experience working in Pacific Island countries.
You will be required to demonstrate a strong understanding of, and commitment to, Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
