Project Objectives:
In August 2022, the United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.
In June 2024, through the Economic Growth and Agriculture Development (EGAD) bureau, USAID requested ESS+ to conduct the Mid-Term Evaluation (MTE) of the Haiti Agricultural University Partnership (HAUP); the Center for Mitigation, Adaptation, and Resilience to Climate-Change in Haiti (CEMARCH) activity implemented by Kansas State University (KSU) with two subgrantees, Quisqueya University (UniQ) and Faculté d’Agronomie et de Médecine Vétérinaire (FAMV).
Position Description:
Haiti ESS+ is seeking a Deputy Team Leader (DTL) as consultant to support all technical and management aspects of the HAUP CEMARCH MTE. The DTL as a member of the Team, is expected to work closely with the Team Leader and other team members, Project Director, and the Haiti ESS+ management team to ensure quality and timely deliverables. The evaluation level of effort is approximately eight – 10 weeks (from 48 to 60 days), including two to three consecutive weeks (18 days) of data collection and analysis in Haiti. The estimated start date is July 2024.
Roles & Responsibilities:
- Collaborate with the Team Leader on strategic and operational planning, to implement approved evaluation design, and ensure compliance with all USAID contractual reporting requirements for the HAUP CEMARCH MTE.
- Participate in the design of the data collection tools, ensuring that they are appropriate for the HAUP CEMARCH MTE and quality data are collected.
- Participate in the data collection and analysis, ensuring data quality.
- Support writing all deliverables associated with the HAUP CEMARCH MTE including, but not limited, to the evaluation Inception Design (including tools), the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work (SOW).
- Manage all deadlines and record maintenance; including collecting and managing quantitative data and producing notes for all qualitative data collection events for delivery to USAID.
- Assist ESS+ in maintaining good working relationships with USAID, Haitian government counterparts, local organizations, and any other partners that may be involved in this Mid-Term Evaluation.
- Collaborate with the Program Director and Haiti ESS+ staff with strategic and operational planning to implement the approved evaluation design.
Qualifications:
- At least seven years of experience on evaluation projects; USAID project implementation experience preferred.
- Master’s degree in agriculture (preferred), public policy, or other social science related fields.
- Experience in conducting USAID evaluations of programs/activities.
- Familiarity with evaluation of international development projects/programs in the agriculture sector.
- Strong gender and social analytical skills.
- Proven leadership and organizational skills to successfully support the Team Leader.
- Excellent interpersonal skills, including experience successfully interacting with host government officials, university or civil society partners, and other stakeholders.
- Proficiency in written and spoken English and French.
- Good writing skills, including experience writing evaluation and/or assessment reports.
