Overview: DT Global is seeking a Director of Economic Growth to join the Economic Growth and Governance (EGG) Practice. The Director of Economic Growth will provide strategic advice, technical expertise, and thought leadership to current and future programs and proposals in thematic areas such as market systems development, resilience and inclusiveness in market systems, private sector development, access to finance, competitiveness, business enabling policy reform and/or agriculture market development. Specifically, the Director will support technical project delivery of the EGG Practice’s growing portfolio of programs. In addition, the Director will provide technical direction and lead business development initiatives, contribute to the strategic planning of the EGG Practice pipeline, strengthen client relations, conduct proposal capture, facilitate technical solution designs, serve as technical lead and write proposals. Finally, the Director will lead various thought leadership initiatives in the technical sector in coordination and collaboration with the Vice President of the EGG Practice.
Tasks and Responsibilities:
Project Delivery
- Oversee implementation of multiple and/or large projects, providing overall home office program management leadership and guidance.
- Allocate and manage PMU resources between project management, business development (in coordination with the BD team), STTA assignments, and leave.
- Lead project start-ups and closeouts including travel to the field as required, sometimes on short notice.
- Approve deliverables for submission to client.
- Obtain regular client assessments of project progress, including management of CPARS.
- Serve as home office engagement manager for projects, as required.
- Ensure all relevant policies and procedures are adhered to and enforced including: US and project host country laws and regulations; DT Global policies and procedures; USAID, U.S. Department of State, and other funder regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures.
- Ensure programs meet their budget projections and annual budget goals; in conjunction with the Chiefs of Party, limit unallowable expenses.
Technical Excellence
- Oversee and provide higher level technical guidance on market systems, access to finance, agriculture market development, and/or business enabling environment policy reform.
- Lead technical leadership efforts, including development of thought pieces and other knowledge products, and participate in sector activities and events.
- Manage the USAID IDIQs, including leading new business efforts and interacting with USAID and IDIQ partners, as applicable.
Business Development
- Oversee successful development of new business proposals by providing strategic positioning for the sector, technical oversight, and resource allocation in close coordination with the BD team.
- Ensure the development of high quality, compliant, and innovative proposals.
- Contribute to reviewing all proposals as part of the development process, particularly on strategic partner negotiations. For priority bids, serve as the capture manager or technical writer in line with core skill sets and networks.
- Lead new business proposals from capture phase through live solicitation, which includes leading pipeline discussions to determine bids to pursue.
- Lead scoping and information gathering trips for anticipated and live proposals and guide staff and consultants supporting research efforts.
- Lead business development activities, including target pipelines, research, recruitment, proposal development and marketing. Drafts technical proposal sections within area of expertise.
- In coordination with Vice President, SMT, etc. manage the long-term positioning of DT Global with key clients, including the development and maintenance of strong relationships with current and potential clients. Helps determine priorities among opportunities and contributes to pipeline development.
Overarching Responsibilities:
Leadership and Staff Management
- Provide direct supervision, guidance, feedback, mentorship, and recognition to staff at the field and home office project management unit (PMU) levels, ensuring effective coordination of project support and address personnel issues as they arise.
- Coach direct reports on performance improvement across the full spectrum of program management, business development, and technical development.
- May supervise multiple chiefs of party and senior program managers.
- Collaborate with other divisions on decision making matters and address major issues having cross-functional impacts.
- Create a cooperative environment that empowers staff at all levels to contribute, demonstrate the values of DT Global and work together as a unit.
- Set an example as a leader by holding yourself and staff accountable, communicating professionally, being a team player, and supporting the development of all staff.
Learning and Innovation
- Foster professional development and growth activities for staff at all levels in support of effective programming.
- Ensure DT Global’s learning agenda and innovation efforts are aligned with DT Global strategic goals.
- Integrate extensive experience and learned best practices into all aspects of work and teams for broad organizational shared learning.
Education & Minimum Qualifications:
- Bachelor’s degree in economics, international development, business management, or other related field; or an equivalent combination of education and work experience
- A minimum of 10 years of direct donor project management experience in the economic growth sector, responsible for overseeing project implementation and business development initiatives.
- Experience leading proposal development efforts for USAID, including contributing technical guidance to proposals, assisting with strategic positioning, leading technical solution design, serving as a technical writer, leading strategic partner identification, and reviewing technical and overall quality of bids.
- Knowledge and experience in market systems development, resilience and inclusiveness in market systems, private sector development, access to finance, competitiveness, business enabling policy reform, and/or agriculture market development.
- Senior leadership experience as a Deputy Chief of Party or equivalent.
- A minimum of 7 years supervisory experience.
- Practical experience working with a range of development program partners, including government agencies, regulatory bodies, utilities, the private sector, NGOs, civil society, consumers, etc.
- Substantial experience in managing international donor projects and extensive knowledge of donor regulations and policies (including AIDAR and FAR). Experience leading project start-ups and/or closedowns preferred.
- Solid background in managing multiple and/or large programs.
- Ability to serve as in-country Chief of Party in the event of a vacancy or absence.
- Excellent interpersonal skills: ability to work independently and effectively lead multiple teams.
- Strong leadership, communication, and strategic thinking skills.
- Long-term field experience working outside the US, particularly in developing countries, required.
- Knowledge of U.S. foreign policy in the Middle East, Africa, Latin America, and/or other relevant regions.
- Proven experience with MS Office applications (Excel, Word, Outlook, PowerPoint).
- Ability to travel and work overseas on short term technical assignments up to 25%, at times with very short notice.
Preferred Qualifications:
- Master’s degree in economics, international development, international relations, public policy, business management, or a related field.
- 9 years of staff management experience.
- Fluency in French, Russian, or Arabic preferred.
