Counterpart International is seeking a qualified Director of Finance and Administration to support the anticipated Strengthening the Capacity of Local Organizations Activity in Tanzania. This activity will be multi-year aimed at enhancing the capacity of local Tanzanian organizations improving their ability to deliver services, manage resources effectively, and engage in sustainable development initiatives. This position is contingent upon award. This is a full-time position based in Dar es Salaam, Tanzania. The position will report to the Chief of Party of the project. The Director of Finance and Administration will be responsible for all aspects of financial project management as well as coordination of all financial activities. The proposed employee should have experience in the areas of financial management, accountability, negotiations, auditing, as well as USAID rules and regulations governing financial and administrative management and oversight of programs.

Responsibilities

The DOFA will be responsible for establishing and overseeing financial management systems, procedures and controls and reviewing Counterpart Field Finance Operations Manual, Procurement Manual, Grants Manual, Accounting QuickBooks Manual and other relevant documents. This position will work with HQ to develop the Field Human Resources Manual and update it as necessary and will be providing regular training to financial and administrative staff on tools, policies and procedures. The DOFA will be ensuring that recruiting processes are consistent and streamlined and establishing a filing system to hold all records relating thereto (maintaining electronic and hard copy files). H/she will oversee the development of key Human Resources policies, and ensuring their adherence to Tanzania’s labor laws while providing oversight on the procurement processes and ensuring all service providers agreements and contracts are up-to-date. The DOFA will be managing program budget and overseeing all financial and grants disbursements and procurement to ensure compliance with USAID regulations and Counterpart International policies as well as coordinating monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.

Qualifications

  • University degree in finance, accounting, business administration, or related field. Master’s degree preferred.
  • Minimum of 8 years of progressive financial and grants management experience in international development projects
  • Proven experience of managing the finances of large (preferably over $15M) projects.
  • Knowledge of Tanzania’s financial and accounting requirements
  • Demonstrated knowledge of USAID and other USG rules, regulations, policies, and procedures
  • Mastery level in accounting, including: general ledger, accounts payable, accounts receivable, payroll, budget forecasting, financial analysis;
  • Knowledge of MS Word, Excel and QuickBooks accounting software
  • Excellent organizational, analytical, oral and written communications skills
  • Demonstrated supervisory and leadership skills, ability to work well in a team environment
  • Excellent oral and written communication skills in English required;
  • Oral and written fluency in Swahili preferred.
