Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.

I. Job Summary
The Director, Resource Mobilization is responsible for providing leadership to and management of the Business Development and Award Management teams focused on public institutional funding. The Director will also lead emergency response fundraising efforts for the entire office. This is an executive leadership position, dedicated to acquiring public institutional donor resources that will help achieve the mission and vision of the organization. Emergency coordination becomes live when a significant declaration is announced in any of Action Against Hunger USA’s operating countries that require centralized support and launches a fundraising appeal. In those situations, the Director will lead the response in strong coordination with the Horn and East Africa Regional Office (HEARO) and External Relations.
As a member of the Executive Team, the Director, Resource Mobilization works with colleagues to provide leadership, direction, and strategy for the organization’s programs and projects throughout the world. The position is expected to be an active participant in developing and monitoring the organizational strategy, setting objectives, determining strategic investment, coordinating functions, and managing teams to ensure programmatic and financial integrity. They are expected to work closely with the CEO, the Executive Team, and other senior members of the organization to inspire staff towards excellence in the execution of the organization’s five-year strategy.
The position will have a special focus on strengthening Action Against Hunger’s relationship with the US-based public institutional donors, such as the US Agency for International Development (USAID), US Department of Agriculture, and US Department of State. They will also have visibility into and oversite over other key public donors who are contributing to the current Action Against Hunger USA portfolio. The goal is to substantially increase our revenue for impact and long-term sustainability. It is one of the key positions expected to grow and steward our portfolio of partnerships with existing and potential USG implementing partners. They will also work in collaboration with colleagues within the Action Against Hunger International network, to maximize impact, efficiency, and potential for scale globally.
This position will have a global oversight of all our BD efforts and award management, working closely with the HEARO team and Country Offices leadership.

Purpose: Secures competitive and non-competitive awards especially from public institutional donors to deepen our impact while expanding our geographical footprint. Develops strategic partnerships that position Action Against Hunger as the global NGO of choice for prevention and treatment of hunger and undernutrition. Leads humanitarian emergency responses as the global focal point for coordinating all resource mobilization strategies for projects and programs.
Engagement: Positions Action Against Hunger as the leader in hunger and nutrition issues globally by strengthening internal collaboration and building stronger strategic partnerships worldwide.
Delivery: Assures a diverse and robust global funding pipeline which feeds into a healthy growing annual revenue target. Achieves a strong proposal win rate thus providing a dynamic pipeline of secured and prospective awards that will allow us to achieve our goals with impact and confidence.

KEY ACTIVITIES IN YOUR ROLE WILL INCLUDE

II. Essential Job Duties

1. Strategic Organizational Direction, Representation & Leadership (10%)

As a member of the Executive Team, the Director, Resource Mobilization will contribute to organizational operations and strategy by:

  • Working closely with other senior leaders, helping to set the strategic direction of the organization, including overseeing the public institutional donor resource mobilization strategy, humanitarian & development policy and practice, stakeholder influencing agenda, and our programming approach in support of operating at scale.
  • Supporting constructive dialogue and collaboration across teams in a manner that helps the organization achieve performance excellence and program impact. This approach will facilitate work between the US offices, the regional office in Nairobi, country teams, and the Action Against Hunger global network.

2. Resource Mobilization (40%)

  • Oversee Business Development team to support organizational strategy, goals, and ensure maximum program impact.
  • Lead the design and implementation of a resource mobilization plan to acquire funding from public institutional donors and, in collaboration with External Relations, help grow the private institutional portfolio through execution of strategic program design.
  • Manage International Donor Relations staff based in US to garner and disseminate USG donor intelligence as well as support pre-positioning and access to USG funding of the entirety of the Action Against Hunger global network.
  • Provide oversight and business development support for applications to other strategic global donors such as ECHO, GFFO, FCDO, and others, as needed.
  • Cultivate key partnerships that pre-position Action Against Hunger as the global NGO of choice for preventing and responding to hunger and undernutrition.
  • Build capacity of Country Offices to increase competitiveness and acquire US government awards.
  • Monitor, measure, analyze and communicate the donor pipeline. Ensure the CEO and Executive Team, and International Network are routinely briefed on our progress.

3. Award Management and Sub-award Monitoring (40%)

  • Support maximum program impact by overseeing work led by the US Award Management team to administer and monitor Global, US Government & US-based public institutional funding signed by Action Against Hunger USA and implemented by our country programs and/or global programs via sub-recipients.
  • Ensure relevant projects are implemented with the highest quality and accountability to impact communities, and in compliance with USG donor regulations and organizational policies and procedures.
  • Design and oversee the implementation of an organization-wide award management plan led by the Award Management team in the US and in collaboration with Regional Office to administer programmatic guidance effectively and efficiently to implementers.
  • Support the team to manage and maintain an award system and to ensure the organization holds a central repository of all awards in SharePoint/NHF. This system will include subaward information. While award implementation is maintained at the country level, the Award Management team in the US will hold responsibility to ensure program operations team accurately inputs award data for USG funding into the award system and this system is linked to the organization’s finance records.
  • Assume leadership functions to coordinate, facilitate and deliver USG funded global awards and global agreement mechanisms, such as LWA, IQCs, or other awards that require a cross regional approach. This work will entail developing guidance, templates and best practices for the governance of multi-region, multi country awards.
  • Liaise with the Finance department to ensure effective roll out of risk and compliance policies across all Action Against Hunger USA awards and adoption to appropriate multi-region, global awards.
  • Build capacity of Country Offices to strengthen awards management in general, especially on US government awards. Ensure this capacity is strengthened not only to satisfy compliance needs, but also to increase organizational competitiveness in acquiring and managing awards.
  • Maintain and provide timely information of USG regulations and conditions as they apply to award implementation.
  • Support the work of the Technical Services & Innovation team as they identify best practices, develop innovative approaches, and forge key global partnerships critical to realizing impact at scale.
  • Assume responsibilities for reporting and forecasting the revenue contributions of USG funded global awards as well as the successful execution of all other funding opportunities.

4. Emergency response (5%)

  • In times of large and/or complex humanitarian emergencies, be a major voice of the organization to raise awareness with external audiences and donors.
  • Oversee emergency program coordination with Regional Director for the Horn and East Africa Region (HEARO). Responsible for liaising with External Relations and Country Offices to raise funding to address needs in emergency situations.
  • Support Regional Director to develop surge capacity to address needs in Country Offices during emergency situations to deliver programming to save lives and to prevent food insecurity.

5. Other duties as required (5%)

VI. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
  • Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

VIII. Required Qualifications

  • Masters’ degree in a relevant field or related, equivalent experience.

IX. Required Skills & Experience

  • Minimum 15 years’ experience at a senior level in the field of international humanitarian assistance and development, or similar role.
  • Extensive managerial experience, with the demonstrated ability to coach & lead multi-cultural teams and to supervise direct reports remotely.
  • Capacity to negotiate complex operational strategies and programming with partners (public institutional donors, NGOs, and local partners), as well as internal counterparts.
  • Track record of winning multi-million proposals from US government institutions and other global donors.
  • Demonstrable knowledge of international humanitarian affairs, including a solid understanding of technical matters relevant to Action Against Hunger’s mission and vision.
  • Demonstrated experience and/or personal commitment to promoting gender equality within the humanitarian and/or development work.
  • Ability to analyze complex, sensitive material and to report on it cogently to colleagues.
  • Ability to work in a fast-paced environment being able to adapt to various situations prioritizing multiple work assignments simultaneously.
  • Willingness and ability to travel to visit programs, donors, and staff, both nationally and internationally.
  • Capacity to represent the organization.
  • Impeccable reputation and integrity, whose personal and professional ethics are consistent with the Action Against Hunger-USA values.
  • Ability to design strategies and work on organizational development.
  • Ability to take initiative and prioritize multiple tasks with minimum supervision.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team.
  • Excellent written and verbal communication skills are essential.
  • Knowledge MS Office 365 and SharePoint.
  • Genuine commitment to the humanitarian principles of Action Against Hunger
  • Knowledge of French/Spanish is preferred.
