About CHAI:

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We make big changes that challenge what people think is possible to help millions of people stay healthy and live longer.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, thanks in part to CHAI’s efforts, over 20 million people in low- and middle-income countries have access to high-quality medicines. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as malaria, tuberculosis, and hepatitis. Our work has also expanded into sexual and reproductive health, cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

About The Role:

CHAI is seeking an outstanding professional to lead the development and implementation of a new program performance management function that will be instrumental in helping CHAI achieve the ambitious goals set out in its new five-year strategy (available publicly here).

CHAI’s guiding principles – which are embedded in how we make decisions, prioritize areas for support and drive results through our programs – are focused on the degree, scale, breadth and sustainability of impact. The Director of Program Performance will have the chance to develop and grow a critical new function that puts CHAI’s guiding principles into practice and helps to maximize the impact that CHAI can have across the 35+ countries in which it operates in Africa, Asia and Latin America. This is an ideal opportunity for a results-oriented, passionate professional who has a broad-based understanding of the various elements required to build a world-class performance management function for a highly mission-driven organization dedicated to saving lives and improving health outcomes for millions of people.

This role will report to the Chief Operating Officer and there is flexibility to be based in any country in which CHAI operates (with ~30-40% travel), subject to availability of work authorization.

Responsibilities

What you’ll do

The Director of Program Performance will lead the setup of a new function at CHAI that will facilitate portfolio performance management by advising teams across the organization on:

  • Program strategy and goal setting by ensuring that program goals are clearly defined and aligned with CHAI’s long-term strategic objectives
  • Implementation and performance management through tracking of progress towards goals, measurement of impact, and course-correction where needed
  • Program retrospectives in order to assess the overall level of impact, as well as capture insights on best practices and lessons learned to inform continuous learning and further improvement

A critical component of the PPM function will be to support the achievement of “Transformational Goals” – which are specific and measurable goals where CHAI has the potential to dramatically accelerate progress towards improvements in health outcomes – across program areas.

The role’s core scope and responsibilities are expected to constitute the following, with room for adaptation based on what you can bring to the role:

Developing Program Performance Management Framework:

  • Develop an overarching program performance management framework for portfolio performance management at CHAI.
  • Create tools and processes for goal setting, progress-tracking, resource allocation, etc.
  • Map roles and responsibilities across teams to ensure shared accountability.

Supporting Program and Country Teams:

  • Work with approximately 20 program teams and 30+ country teams to refine, support, and track the performance of their goals.
  • Assist teams in aligning their goals with program strategies, including, but not limited to, tracking the progress of identified ‘Transformational Goals’.

Identifying and Prioritizing Transformational Goals:

  • Identify key Transformational Goals for targeted organizational support and resourcing.
  • Coordinate the provision of support to relevant teams for achieving prioritized goals.

Building Capacity and Adaptation:

  • Serve as a resource for teams to adapt CHAI’s overarching program performance management framework to suit their programmatic or country context.
  • Build capacity within teams to measure progress towards goals and adjust approaches as necessary.

Evaluating Programmatic Performance:

  • Evaluate CHAI’s overall programmatic performance.
  • Advise senior leadership on progress towards achieving targets set in the new strategy.
  • Support the Program Leadership Team (PLT) in regularly reviewing program performance.

Team Management and Mentorship:

  • Manage and mentor a team of two (a Manager and an Associate).

    Qualifications

  • Who you are

  • We’d be particularly interested in speaking with you about the role if you have the following profile:

  • 12+ years of experience in fast-paced and results-oriented environments, preferably in international development (expertise in global health would be a significant advantage)

  • Prior experience with performance monitoring and/or impact evaluation in low-resource settings

  • Proven experience working with teams in a matrixed organizational structure to be able to “influence without authority” and jointly drive towards successful outcomes

  • History of successfully mobilizing resources for high priority initiatives – able to see the big picture and “connect the dots” effectively between donor interests and programmatic or country-specific priorities to secure buy-in across stakeholders

  • Strong people manager who also enjoys being entrepreneurial and will “roll up their sleeves to get stuff done”

  • Prior experience in highly diverse and multicultural organization, with time spent living and working in different geographies – ideally in resource-constrained settings
