The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC has been a partner to Ukraine Red Cross Society (URCS) since almost 30 years. After the escalation of the conflict, GRC scaled up significantly, both supporting URCS’ humanitarian activities, as well as strengthening URCS’ long-term programming on social services, health and civil protection and disaster management. International GRC delegates support URCS at headquarters in Kyiv and in the regional URCS branches.

GRC is currently seeking a Disaster Risk Management (DRM) Delegate (m/f/d) responsible for supporting the Red Cross operations.

Starting date: As soon as possible

Duration: One year (with possible extension)

Location: GRC Office in Kyiv, Ukraine with regular visits to the field.

Main duties & responsibilities:

  • Support the development and revision of URCS DRM/DRR materials, tools, SOPs, strategy and policies in close coordination with URCS and Movement partners;
  • Provide hands-on technical support for developing and delivering DRM trainings for URCS;
  • Assess and strengthen the response preparedness of URCS and review current capacities at national and branch level;
  • Support URCS to deliver community-based DRM/DRR assessments, activities and support community-based action and contingency plans;
  • Contribute to the harmonization of DRR tools and approaches across programs and facilitate general capacity building measures;
  • Support URCS in integrating good MEAL practice into DRM/DRR activities;
  • Coordinate closely with URCS and Partner National Societies (PNS) to ensure a unified DRM/DRR approach aligned with URCS’s strategic vision.

Required Competencies & Skills:

  • Minimum 5 years of international experience in the development or humanitarian sector or comparable experience;
  • Minimum 3 years of experience in working in DRM/DRR roles, preferably in an international and /or crisis context;
  • Ability to technically support teams, facilitate workshops and trainings in line with operational needs and requests;
  • Experienced in implementing institutional response preparedness measures and community-based activities with stakeholders;
  • Strong interpersonal and communication skills for engaging regularly with donors, other humanitarian organizations, and both national and expat staff;
  • Excellent English written and verbal skills, with experience leading reporting processes for institutional donors (Advantage of German donors and/or ECHO), including development of PMER templates aligning with donor requirements;
  • Ability to engage and coordinate seamlessly with various teams to achieve tasks required;
  • Flexibility and adaptability for working under the pressure of multiple deadlines and competing priorities;
  • Robust mentality working and living in conflict areas and a challenging humanitarian context;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
  • Valid International Driving Permit (IDP).

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as accommodation. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service and Rest and Recreation are included in your assignment.
