ABOUT PEOPLE IN NEED SLOVAKIA

People in Need (PIN) Slovakia is a Slovak non-profit organisation, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. Currently, PIN Slovakia is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine and we are looking for senior humanitarian professionals to help PIN Slovakia‘s response to the escalating situation.

PIN Slovakia has been active in eastern Ukraine along the ‘Line of Contact’ since 2014. We have been providing WASH – repaired destroyed pipelines and provided a stable access to clean water to hospitals, elderly facilities, schools and social centres. We provided humanitarian assistance during the conflict in 2014, including regular winterisation assistance to elderly people at the ‘Line of Contact’. We also provided shelters and repaired houses damaged by the conflict, and also provided PSS for vulnerable and elderly through hiring and skilling social carers who were then visiting elderly twice a week and assisted them with social support. Lastly, we have been providing PSS for children and parents dealing with trauma from the conflict. Recently, we were supporting local municipalities (ATC gromadas) though capacity building, negotiation and democratic principles.

We are part of the international People in Need network and are structurally and programmatically linked to People in Need in Czech Republic. Thanks to this partnership we are able to combine our strength as one of the biggest non-profit organisations in Slovakia with that of People in Need in Czech Republic as one of the biggest non-profit organisations in Europe.

JOB DESCRIPTION

Starting date: ASAP

Contract: full-time, 6 months with the possibility of extension

Workplace: Uzghorod (subject to security)

People in Need Slovakia (PIN SK) is looking for an experienced humanitarian professional to take on the role of Emergency Coordinator to join the field mission in Western Ukraine (Uzhhorod), depending on the security.

The Emergency Coordinator will play a vital role within the Senior Management Team, coordinating PIN SK humanitarian programme team to deliver timely and appropriate cross-border emergency assistance to those most vulnerable in Western Ukraine.

The ideal candidate for this position is an experienced humanitarian professional who has a proven track record of delivering assistance in emergencies. S/he is a strong communicator who is able to sensitively navigate a multi-cultural working environment and build positive and constructive relationships with both colleagues and external partners. S/he is able to work independently, delivering assistance which is accountable to affected populations under tight timeframes in a challenging field environment.

The lead role and responsibilities will be performed in close cooperation with the Head of Relief and Development Department, Head of UA Emergency Response, Grants/Projects Manager and Project Coordinators.

RESPONSIBILITIES

Programme Implementation

  • Ensure quality and timely implementation of PIN SK’s Emergency Response activities (material, PSS and cash assistance) in line with relevant standards, Clusters, best practices, and internal / donor requirements
  • Coordinate activities with multiple local administrations, partners and receiving IDP centres; follow up on deliveries and regularity; oversee a smooth process of humanitarian assistance with PIN SK stakeholders
  • Cooperate with logistics to ensure efficient data sharing between the warehouse and the field needs
  • Represent PIN SK in relevant clusters in Ukraine (online) and keep 3W and 5W reporting up to date
  • Develop and regularly update our implementation plans
  • Work closely with other Programme Managers (in particular Cash and PSS) to identify possible synergies and enhance relevance, cost-efficiency and impact of PIN SK’s humanitarian programming

Financial Management

  • Oversee the development and regular updating of budget for project activities and monitor the spending in cooperation with finance team to ensure accurate and timely financial management;
  • Review and approve key project documentation in a timely manner to facilitate financial payments to vendors, beneficiaries, cash transfer agents, etc.
  • Develop and implement control mechanisms for emergency response activities to ensure compliance with internal and donors requirements

Programme Quality & MEAL

  • Regularly liaise with the MEAL Advisor to develop and frequently update the MEAL plan, ensure appropriate indicator tracking, and ensure that accountability to affected populations (AAP) is in place for emergency response activities
  • In coordination with the MEAL Advisor, participate in the development and supervision of rapid assessments, monitoring surveys, evaluations, and other planning and MEAL activities as required
  • In coordination with the Head of Programmes (HoP), support the development of relevant tools, SOPs and technical standards

HR Management

  • Recruit additional staff as needed and budgeted in line with PIN SK recruitment processes
  • Provide leadership, day-to-day support, coordination and mentoring to project staff

QUALIFICATIONS/ REQUIREMENTS

  • At least 3 years of professional experience within a humanitarian and/or development organisation
  • Proven experience in humanitarian assistance in complex emergencies; experience of working in complex and volatile contexts would be an advantage
  • Experience with implementing projects from major donors; experience with cluster reporting
  • Strong understanding of all stages of programme cycle management and quality standards in humanitarian programming
  • Ability to work independently and demonstrate organisational and problem solving skills
  • Proven ability to work in a diverse and multi-cultural team environment, with appropriate sensitivity to social and cultural norms
  • Excellent managerial and communication skills, fluency in spoken and written English, knowledge of Russian / Ukrainian is a plus
  • Willingness to contribute to developing PIN SK’s emergency programme

WE OFFER

  • Salary starting in the range of 1500-1700 EUR gross/month based on your experience and PIN SK’s salary scale (for full time)
  • Per diems ca. 1100 EUR gross/month for Ukraine
