The Energy access officer will operationally support WFP programmes in Niger by providing key technical expertise in the design and implementation of activities to promote cooking and productive uses of energy. S/he will collaborate closely with the Emergencies, School Feeding, Nutrition, Rural Development units. S/he will focus on key components of the pilot phase, including supporting the technical implementation, and monitoring performance against energy outcomes.

This position is based in Niamey and will report to the Head of Resilience and Capacity Strengthening.

BACKGROUND

In Niger, only 30 percent of households have electricity access, with significant disparities between urban and rural areas. Electricity supply remains unstable and insufficient, and although modern renewables are expanding, the country remains highly dependent on external sources to respond to its electricity needs. Access to energy and infrastructure is very limited at each step of the agri-food system for the approximately 80 percent of Nigerien households growing crops. Firewood is used as the main cooking fuel for 88 percent of people in rural areas, which is used mainly on three-stone fires and traditional stoves, while clean cooking is restricted to 2 per cent of the population.

Lack or insufficient access to clean and reliable energy sources in the agriculture and livestock sectors limits the ability of local farmers and agri-enterprises to raise productivity, cut losses, and increase the value added of their produce. Insufficient access to clean cooking fuel and appliances can lead to risk of respiratory disease from smoke when cooking with traditional fuels and stoves, and other cerebrovascular and heart diseases, burns and physical injuries from wood collection. The negative impacts on nutrition include the choice of wrong dietary choices and cooking practices.

WFP vision for energy is promoted through its Energy for Food Security (E4FS) programme which aims contribute to high-performing, zero hunger food systems powered by sustainable energy services with reduced environmental footprint. WFP aims to enable beneficiaries in Niger to access affordable, safe, adequate, reliable and accessible energy that meet their food security, nutrition and human capital needs whilst preserving natural resources. The programme seeks to respond to the immediate and long-term energy needs of refugees, internally displaced populations and host communities through clean energy and appropriate technologies for cooking and productive uses.

The Energy access officer will operationally support WFP programmes in Niger by providing key technical expertise in the design and implementation of activities to promote cooking and productive uses of energy. S/he will collaborate closely with the Emergencies, School Feeding, Nutrition, Rural Development units. S/he will focus on key components of the pilot phase, including supporting the technical implementation, and monitoring performance against energy outcomes.

KEY ACCOUNTABILITIES:

Positioned within the Programme’s Resilience and Capacity Strengthening unit, and reporting to the Head of Resilience and Capacity Strengthening, the incumbent will be expected to take on the following responsibilities :

  • Oversee the implementation of cooking and productive use of energy interventions in the field.

  • Develop integrated approaches and mainstream energy into WFP through synergies and collaboration with other teams and units (School Feeding, Emergencies, Gender, Rural Development, Nutrition).

  • Facilitate or undertake assessments, feasibility studies and reviews.

  • Refine corporate and project Monitoring and Evaluation (M&E) and reporting tools, and provide guidance on external technical support as needed. Support the preparation of proposals and other fundraising materials, including liaison with donor relations staff as needed.

  • Help to identify funding opportunities for scaling up energy activities that have been piloted, and to pilot new ones;

  • Represent WFP and nurture partnerships with the Government of Niger and other UN agencies, and liaise with other external actors at the regional and country level on energy-related priorities.

  • Build the capacity and internal processes at the country level for energy programming activities.

  • Increase the knowledge of WFP staff of the body of knowledge on WFP energy activities in Niger CO and its link to food security.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Demonstrated exposure to Sahel and/or Niger energy policies, regulations and markets;

  • Demonstrated experience of working with at least one major energy sector in public or private sector roles;

  • Demonstrated experience of working with energy access in the field;

  • Demonstrated experience with community engagement and accountability, and inclusive energy access;

  • Exposure to working with renewable energy technology, and other energy-related systems (e.g. cooking, lighting, solar PV, etc.); 

  • Experience in the planning, design, budgeting, and management of clean energy systems, and other energy-related systems; 

  • Have a good understanding of energy standards (quality, safety, efficiency, etc.) for solar systems, and other clean energy technologies/systems;

  • Familiarity with renewable energy business development is an asset;

  • Familiarity with UN organisational structure is an asset.

Education:

  • Advanced university degree in energy engineering, renewable energy, energy and environment or related area with 3 years’ experience OR 5 years’ experience with a first degree in the fields

Language:

  • International Professional: Fluency (level C) in French language. Intermediate knowledge (level B) of English.

COMPETENCIES:

  • Excellent written and oral communications skills.

  • Ability to plan and organise work programme autonomously with minimum supervision.

  • Excellent cognitive/analytical skills with ability to analyse complex problems and propose workable and practical solutions.

  • Capacity to conceptualise issues, think in abstract terms and analyse numerical data.

    Contract Duration: 1 year (Renewable)

    Remuneration: The gross salary for this grade varies from 25.303.000 fcfa to 31.897.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
