Position Purpose
The Environmental Officer will oversee all environmental compliance tasks, identifying adverse environmental and social impacts of ALG activities in the WBG and developing mitigation and monitoring measures. They will be responsible for developing and implementing USAID’s Environmental Mitigation and Monitoring Plan (EMMP) for activities.
KEy Duties & Responsibilities
- Support the Subcontracts and Grants Manager in environmental compliance by reviewing, monitoring, and evaluating the implementation of project activities.
- Draft individual Environmental Mitigation and Monitoring Plans (EMMPs), Environmental Review Forms,
- Monitor environmental compliance of activities
- Review designs, specifications, plans, and drawings against environmental analysis and make recommendations to ensure they meet mitigation requirements outlined in the approved EMMPs.
- Serve as project representative to monitor and enforce environmental analysis recommendations and mitigation measures, as well as USAID environmental compliance requirements.
- Develop Scopes of Work (SOW) and Terms of Reference (TOR) for environmental assessments, environmental reviews, or other environmental studies as needed.
- Review layouts, blueprints, and documents to ensure firm compliance with DAI and USAID requirements.
- Review application forms prepared by the team for the pre-qualification of grantee firms.
- Serve as an adviser to ensure the integrity, quality, and progress of implementation.
- Review proposals and concept papers of eligible firms and prepare documentation needed to proceed with project activities.
- Identify strengths and weaknesses of intervention activities and recommend technical solutions to enhance environmental and social compliance.
- Verify that goods, materials, and support funded by the Project were delivered, installed, and operational as described in project applications, grant agreements, and EMMPs.
- Verify beneficiaries’ contributions to environmental mitigation measures outlined in individual firms’ EMMPs in terms of compliance with USAID regulations.
- Perform any other duties as assigned.
Qualifications
- Bachelor’s degree in environmental engineering, environmental science or a related field, or equivalent work experience; advanced degree preferred.
- 6 years of relevant work experience environmental-related topics.
- Familiarity with USAID or other international donors’ processes and procedures, particularly those related to environmental and climate change compliance and strategies.
- Knowledge of environmental assessment process and proven experience in implementing and following up environmental mitigation/ monitoring measures.
- Ability to analyze problems, identify risks and alternative solutions, project consequences and implement recommendations in support of goals.
- Ability to coordinate effectively with relevant key stakeholders.
- Ability to travel among all West Bank cities.
- Fluency in English and Arabic required.
