Based in Brussels and active in over a dozen countries, the European Institute of Peace (www.eip.org) is an independent organisation working collaboratively with the parties to the conflict, those who represent people suffering from insecurity or at risk of violence, as well as European decision-makers and the conflict prevention, resolution and mediation community.

We provide practical experience, technical expertise, and policy advice on conflict resolution. We use a variety of tools to help us do this, including analysis, mapping and design of peace processes and agreements, facilitating policy discussions, and proposing practical engagement, for example through inclusive dialogue and mediation support.

We are looking for a Climate and Conflict Analyst (consultancy contract)to support our programmatic work in Iraq​ within Peace Practice and Innovation (PPI) unit.

You will

Conduct policy analysis on conflict and stability issues related to political crises and environmental governance and produce a report of no more than 20 pages for internal use that provides grounded insights and actionable recommendations. The three key issues to analyse are:

  1. Risks related to the oil crisis between the central government of Iraq and the government of the Kurdistan Region of Iraq (KRG)
  2. Risks related to transboundary water management, especially related to the Tigris and Euphrates basins and relations with Türkiye and Iran
  3. Risks related to Iraq’s governance and economic stability in the context of the global net-zero transition

The report should provide a clear and concise overview of each issue, including a brief context, main stakeholders, the main issues posing stability or security risks, opportunities, and specific recommendations to enhance stabilisation and conflict prevention through environmental governance (including natural resources management and climate action).

The consultant is expected to produce an inception report outlining the background, methodology and timeline, a draft report of the policy analysis for review and feedback, and the final report. All written in professional English with proper citations of sources, references and bibliography.

Report to be submitted before 31 December 2024.

Your skills and experience

The expert consultant(s) should be Iraqi or international political expert(s) with excellent knowledge and/or experience about KRI-Iraq politics and conflict fault lines and knowledge on climate change mitigation, transboundary water management, and environmental risks to security.

  • Advanced university degrees (Master’s degree or equivalent) in political science, peace and conflict studies, environmental or climate science, and relevant discipline.
  • Minimum of 5 years of experience writing policy reports or analytical papers on conflict or security issues.
  • Demonstrable analysis experience on the environmental and climate dimensions of peace and security is a requirement.
  • Excellent understanding of Iraq’s conflict, political, economic and environmental issues, including relations with neighbouring countries.
  • Proficiency in English with excellent writing and communication skills is required, and Iraqi Arabic is an advantage.
