This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Environmental & Social (E&S) Risk Assessment Division. The Environmental & Social Monitoring Specialist is responsible for identifying, collecting, and analyzing qualitative and quantitative environmental and social (E&S) data to document, assess, track and report on the E&S performance of active projects in DFC’s portfolio.

Major Duties:

  • Monitors the environmental and social performance of DFC projects via desk-based and on-site monitoring by partnering with the Environmental and Social Risk Assessment Financial Intermediaries and Direct Investment teams.
  • Develops and updates internal templates and tools for environmental and social monitoring and reporting.
  • Assists with development of procedures for escalation of non-compliances, corrective action and other project follow-up actions and documentation.
  • Collects, synthesizes, and reports monitoring outputs and data from desk-based and on-site project monitoring.
  • Identifies key environmental and social metrics and indicators for data collection and reporting; defines targets and Key Performance Indicators for DFC portfolios.
  • Produces high quality written reports and delivers oral reports outlining project, sector, or portfolio findings and recommendations.
  • Assists with developing and maintaining portfolio-level monitoring and tracking systems and with developing system reports on environmental and social compliance status and monitoring activities.

  • This position will require foreign travel to developing countries

Qualifications:

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) monitor international projects/investments across a range of sectors, financial products, and/or risk profiles for compliance with international environmental and social standards, to include site visits and desk-based monitoring; 2) synthesize environmental and social monitoring data to summarize project or portfolio compliance and performance; and 3) communicate environmental and social monitoring insights to stakeholders through written and oral reports.

Note: Education is not substitutional at this grade level.

You will receive credit for all qualifying experience, including volunteer experience.

Additional Information:

Telework Suitability: The duties of this position are suitable for telework. The selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
