Based in Brussels and active in over a dozen countries, the European Institute of Peace (www.eip.org) is an independent organisation working collaboratively with the parties to the conflict, those who represent people suffering from insecurity or at risk of violence, as well as European decision-makers and the conflict prevention, resolution and mediation community.

We provide practical experience, technical expertise, and policy advice on conflict resolution. We use a variety of tools to help us do this, including analysis, mapping and design of peace processes and agreements, facilitating policy discussions, and proposing practical engagement, for example through inclusive dialogue and mediation support.

We are seeking an Evaluation Consultant(s) to conduct the final evaluation of the Environmental Peacemaking in Somalia Project, implemented between 2022 and 2024 by the Institute. The Evaluation Consultant(s) must have experience evaluating similar projects integrating environment and peace objectives and in conflict-affected and fragile contexts. Working closely with the project team, the Evaluation Consultant(s) will address questions on effectiveness, efficiency, relevance, coherence and sustainability, based on state-of-the-art evaluation standards and practice, meeting the specifications of the donor and the Institute.

You will

  • Desk review of all Project relevant Project documents and studies, Project reports, and relevant documents of reference in relation to the Project implementation.
  • Desk review of Project Result Framework to assess the degree of achievement and adequacy of the indicators and methods of measurement.
  • Conduct interviews with key informants of the Project team and stakeholders.
  • Document lessons learned, experiences, and best practices.
  • Develop an Evaluation Methodology, Inception Report, Draft Report, and Final Report, and share with the Project team for comments.
  • Present the final findings to the Project team and conduct a session for questions and answers.

The Evaluation Consultant(s) will deliver a final Evaluation Report of a maximum of 25-30 pages, excluding Annexes. It should include an executive summary, a background of the local context and the Project being evaluated, the evaluation purpose and main evaluation questions, the methodology, the limitations to the evaluation, findings, conclusions, and recommendations.

The Evaluation Report should clearly identify important lessons to be learned and make a list of recommendations for improvement with regards to the main achievements/successes and main challenges and constraints, the future implementation of the Project to achieve the planned results and objectives, the organizational management and steering of the Project, and the political, capacity, funding and contextual needed for stakeholders to further benefit from the Project. All results, conclusions, and recommendations will consistently reflect conflict and climate sensitivity, gender equality, and rights-based approaches.

The report will be delivered in four staggered phases of submission: (1) an evaluation methodology, (2) an inception report, (3) a draft report, and (4) a final report. The Annexes to the report shall include, but are not limited to, the Evaluation ToR, the data collected and analysis tools, and sources of information correctly identified and listed.

Your skills and experience

  • Advanced university degree (Master’s degree or equivalent) in political science, peace and conflict studies, environmental or climate science, or relevant discipline.
  • Minimum of 5 years as an external evaluator of programmes/Projects related to peacemaking or peacebuilding is a requirement.
  • Minimum of 2 years of experience on the environmental and climate dimensions of peace and security is a requirement.
  • Experience with Results-Based Management is an advantage.
  • Experience in Somalia is a significant advantage.
  • Excellent report writing and communication skills.
  • Excellent coordination and organisation skills.
  • Analytical thinking, planning, and problem-solving abilities.
  • Ability to work under tight time constraints.
  • Fluency in written and spoken English is a requirement, Somali is an advantage.

What we are offering

The consultancy will begin in September 2024 and last for a period of maximum of two months.

This is a tentative timeline to be discussed with the selected candidate on the basis of their proposal.
