Job Purpose:

This role carries out project-level studies and contributes to complex macro evaluations under the supervision of more senior evaluation staff. The role handles the day-to-day implementation of project-level evaluations in compliance with the Department’s policies, procedures, and guidelines and in line with international Good Practices and Standards. It conducts thorough investigations and analysis to assess the development effectiveness of Islamic Development Bank (IsDB) interventions, draws lessons from evaluation studies, and participates in the dissemination of knowledge within IsDB and in the member countries to contribute to the improvement of the development effectiveness ensuring that evaluation results are taken into account in the IsDB’s policies, strategies and operations.

Key Accountabilities:

Strategic & Operational Planning

  • Provide technical inputs in establishing strategic objectives and formulating the work program of the work program of the Project and Program Evaluation Division (PPE).

  • Participate in planning and harmonizing approaches for joint evaluations with other development partners.

Policies, Processes & Procedures

  • Contribute to the development of IsDB policies, guidelines, systems, procedures, and tools related to evaluation, ensuring alignment with MDBs’ Evaluation Cooperation Group Good Practice Standards.

  • Contribute to the design process and operationalization of the evaluation knowledge management system.

  • Ensure compliance with IsDB/IEvD policies, procedures, and guidelines, in line with international Good Practice Standards (GPS).

Evaluation Studies

  • Conduct project-level evaluations such as Project Post Evaluations, Mid-Term Evaluations, Special Assistance Project Post Evaluations, Program Evaluations, Cluster Evaluations, and On-demand Evaluations.

  • Validate Project Completion Reports (PCRs) and Project Implementation Assessment and Support Reports (PIASRs) for selected projects with the engagement of operational staff.

  • Contribute to macro-level evaluations and participate in joint evaluations with sister institutions, etc.

  • Carry out the necessary due diligence process (Approach paper, Preparation, Approval of the mission, BTORs, etc.) under the supervision of the task manager.

  • Ensure that all necessary data and information is collected and analyzed for evaluation purposes.

  • Undertake field visits and interact with internal and external stakeholders, particularly member country governments, beneficiary populations, development partners, private sector, etc.

  • Peer review evaluation work products prepared by evaluation staff members and external consultants ensuring validity and precision of the content.

  • Ensure timely completion of work within allocated resources.

  • Conduct reviews and analysis to assess the relevance, efficiency, effectiveness, efficiency, and sustainability of IsDB interventions.

  • Contribute to teams for major operation evaluations, including working with consultants.

  • Assist in tracking the implementation of IEvD recommendations to the IsDB departments and entities.

Knowledge Sharing & Innovation

  • Draw lessons from evaluation studies and prepare evaluation papers for accountability and dissemination of knowledge within IsDB and in the MCs to contribute to the improvement of development effectiveness of IsDB interventions.

  • Communicate and share information, reports, and feedback with concerned IsDB departments and key stakeholders through internal and external communication channels, including publications of selected evaluation reports.

  • Act as advocate and reference on evaluation related to the MCs.

  • Contribute to developing and delivering trainings and workshops for member countries’ institutions to share knowledge and contribute to capacity building in development evaluation.

Coordination and Monitoring

  • Coordinate with other colleagues to ensure the delivery of quality outcomes.

  • Monitor evaluation progress to ensure adherence to the schedules.

  • Assist in coordinating the Department activities and liaise with the other Departments staff, whenever necessary.

Reporting & Communication

  • Prepare the project-level evaluation reports and contribute to the draft of the more complex evaluations.

  • Review evaluation reports prepared by the peers and provide feedback as and when necessary.

  • Assist in preparing evaluation findings for Management and the BED.

  • Engage, communicate, and collaborate with the broader team in the Bank, including the Operations Complex, to enhance the rigor of advice on cross-cutting and sectorial issues in MCs.

  • Contribute to the preparation of the Annual Evaluation Report (AER) and Annual Development Effectiveness Report (ADER).

Academic and Professional Qualifications:

  • Bachelor’s degree in Monitoring and Evaluation, Economics, Development Studies, Finance, Business Administration, Engineering, or any related discipline.
  • Minimum 5 years of prior relevant experience in development evaluation, monitoring and evaluation, portfolio management and implementation, operations quality and effectiveness, in a multilateral development sector.
