The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Bamako, Mali, with frequent travel to project locations in the country.
Over the past years, Welthungerhilfe (WHH) Mali has considerably increased its portfolio in humanitarian assistance due to continuously rising levels of food insecurity, often linked to conflict and the recurrence of natural disasters. WHH’s humanitarian focus is on food assistance, Water, Sanitation and Hygiene (WASH), acute malnutrition prevention, early recovery initiatives and a functional early warning system. In 2023/2024, WHH provided humanitarian assistance to vulnerable households in Mopti, Segou, Gao and Timbuktu with funding from donors such as German Federal Foreign Office, ECHO and WFP. WHH’s humanitarian actions are an integral part of its Triple Nexus approach, through concrete operational synergies with long-term development and peacebuilding activities.
Under the general supervision of the Head of Programs and in close collaboration with the program team based in Mali, the Expert for Coordination of Humanitarian Programs will be responsible for developing humanitarian funding initiatives and providing leadership for all humanitarian operations of WHH’s mission in Mali. You will provide strategic support by organizing ad hoc needs assessments in affected areas, advising Project managers/Sector experts on managing humanitarian operations (planning and allocating resources), and guiding the efforts of the Country Emergency Team to ensure an effective response to emergency situations. In addition, you will also contribute to the development of new projects integrated in WHH’s Triple Nexus approach in affected areas.
Your responsibilities
- Provide an analysis of the humanitarian context and evolving needs in sectors such as Food Security, Nutrition, WASH, Protection in the country and support the development and implementation of the humanitarian strategy anchored in WHH Mali’s strategic objectives
- Oversee the implementation and regular review of WHH Mali’s Emergency Preparedness and Response Plan (EPReP) and build the capacity of the program team on key approaches in humanitarian assistance
- Ensure technical supervision / guidance in the implementation of key approaches (Anticipatory Actions, Early Warning Systems etc).
- Ensure that the humanitarian strategy and operations are effectively linked to emergency preparedness planning and programming
- Guarantee the quality and conformity of WHH’s intervention in Mali to global and organizational standards for humanitarian assistance in line with CHS.
- Identify and analyze funding opportunities by (i) actively seeking funding opportunities from institutional donors, foundations, and other potential sources, (ii) analyzing calls for projects and aligning them with the organization’s strategic priorities
- Train field teams and local partners on grant management procedures, including data collection and report writing
- Actively participate in the recruitment of staff dedicated to emergency projects/programs in Mali
- Support emergency project managers in the advance planning, preparation and management of in-kind / cash distributions according to WHH’s / international standards
- Ensure the quality of project interventions by monitoring partnership agreements, technical trainings, post-distribution evaluations, collection of success stories etc. to ensure alignment with the project’s logical frameworks and WHH’s strategy in Mali
- Ensure the establishment of effective monitoring/evaluation systems in line with CHS in close collaboration with the MEAL Expert and MEAL officers at sub-national level with a particular focus on cross-cutting themes such as gender, nutrition, conflict sensitivity and the environment
Your profile
- A university or college degree in food security and livelihoods, nutrition, rural development, agronomy, agro-economics, livestock production, agro-forestry, environment or any equivalent degree related to food security and livelihoods activities
- At least 7 years of relevant experience in emergency operational management positions, particularly in international NGOs and/or UN agencies focusing on food security and nutrition projects
- Profound experience in managing emergency programs in fragile contexts
- Proven experience in leading and coordinating large scale multi-sectoral humanitarian activities
- Regional experience in the Sahel region would be an asset
- ECHO, USAID, GFFO donor experience would be an asset
- Superior computer skills in common Microsoft tools and data verification/analysis/colllection tools: PowerBI, RedRose, CommCare, Kobo
- Excellent problem-solving and strategic thinking skills and ability to produce high quality work among ad-hoc requests and under pressure
- Proven ability to effectively represent WHH on national/international platforms, and provide concise analysis of the humanitarian situation in the country, including meetings with donors funding humanitarian programs
- Proven ability to work as part of a team in a multicultural environment and to regularly maintain harmonious and effective working relationships both inside and outside the organization
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s program countries
- Excellent written and oral communication skills in French; Working knowledge of English is an asset
