Cordaid is looking for an expert who will further guide the organisation in setting ambitious standards and in applying localisation & triple nexus in all areas of the organisation, both programmatic as well as operational. The expert will be part of the Expertise, Innovation & Learning (EIL) unit and will work for a greater part on the Just Future programme, a multi country programme focusing on strengthening civil society organisation in lobby and advocacy for people centred security, access to justice, inclusive decision-making and peace processes. The program is implemented in Afghanistan, Burundi, DRC, Mali, Niger and South Sudan.
Cordaid is looking for a
Expert Localisation & Triple Nexus
(36 hours)
(Location: The Hague, in the Netherlands or any of the Cordaid countries of operation)
Key duties and responsibilities:
- Advise and train the Global Office and Country Offices on how to stimulate constructive collaborations and meaningful engagement between different stakeholders, mostly Cordaid in relation to southern partners and civil society;
- Organise and participate in advocacy and policy activities related to localisation and triple nexus including expert meetings, debates, campaigns;
- Build and maintain partnerships and networks related to localisation and triple nexus;
- Support the development of baseline(s) and execute assessments on localisation and triple nexus compared to the baseline, support the collection and analysis of strategic results on localisation and triple nexus, and define means of verification;
- Contribute and roll out Cordaid’s partner policy and safeguard Cordaid’s standards;
- Further develop and operationalise (organisationally and in projects and proposals) Cordaid’s localisation and triple nexus strategies;
- Develop or refine capacity strengthening tools that focus on co-creation, shared activities and joined learning;
- Lead on content creation, communication and learning materials (written materials, video productions, tutorials, etc.) related to localisation and triple nexus;
- Develop medium- and long-term sustainability strategies for partners, incorporating a redefined role for Cordaid;
- Advise the Just Future programme and support the programme country coordinators on strengthening locally led development;
- Advise the Just Future programme and support the programme country coordinators on capacity strengthening planning and monitoring;
- Document the experience and lessons learnt in strengthening southern leadership and locally led organisation in the Just Future programme;
- Support the Just Future alliance partners in the sustainability strategies.
Who you are:
You are a development professional with a broad understanding of and experience in capacity strengthening and working with a wide range of stakeholders but most significantly with southern partners. You have a good understanding of current dynamics in the humanitarian and development sector. You are enthusiastic and committed to improve the way INGO’s work. Furthermore, you have;
- Knowledge of development, governance, organizational development, or related studies at Masters level;
- Experience with designing, planning, implementing and monitoring capacity strengthening strategies and in particular experience with capacity strengthening of local movements and organizations in fragile contexts preferably in Africa;
- Strong ability to design and execute trainings (on-and offline);
- Ability to take a helicopter view, consider different point of views and aspects, and provide strategic advice on a way forward;
- Firm understanding of the political contexts in fragile states and areas and ability to work according to Do-No-Harm and humanitarian principles and standards;
- Strong analytical, writing and verbal skills for communicating with a diverse audience, including internal and external high-level stakeholders;
- Ability to influence, convince and motivate internal and external stakeholders in support of Cordaid’s change agenda;
- You are fluent in English and French;
- Ability to travel to the countries Cordaid works in and beyond (if required).
