Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located in the Campus Support Unit, within Central Service and hold responsibility for both the Brindisi and Valencia campuses. The incumbent is located in Brindisi and reports to the Chief Central Service.

Responsibilities

Within delegated authority, the Facility Management Officer will be responsible for the following duties: Operations • Oversee technical and administrative work in the technical and general engineering activities, related to construction and maintenance activities such: ground maintenance, accommodation, etc. for both Brindisi and Valencia campuses. • Implement projects, or parts of larger projects, relating to the construction or repair of buildings, facilities or related structures for both Brindisi and Valencia campuses. • Coordinate specific work projects with other units within the services. • Oversee and evaluate work performed by contractors. • Monitor and report on progress of engineering projects. • Manage and control engineering assets at the work site. • Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts. • Managing performance and operation of vehicle and heavy equipment fleet and ensure maximum efficiency and output. • Assist and provide to Senior Management with expertise in terms of infrastructure matters and vehicle establishment Administration • Manage budget allotments for construction and infrastructure works and transportation services. • Plan, direct, and coordinate activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel. • Plan, design, and prepare specifications for campus projects and services for both Brindisi and Valencia campuses. • Determine materials, dimensions and quantities to be included in project specifications. • Develop statements of work for contractual services. • Oversee technically evaluating bids and proposals for construction projects and infrastructure • Service, and other services contracts. • Identify resource requirements for his/her area of responsibility in connection with budget preparations. • Prepare and follow-up work orders for engineering works. • Liaise with Security and Safety, Environmental, Health and Logistics Services, • Coordinate with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities. • Periodically provide inputs for assessment of performance levels of assigned local and international staff. • Oversee Registry activities and act as Pouch Officer. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other duties as assigned by Chief Central Service.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Supplemental academic qualifications or training in Civil Engineering, Business Management, Contract Administration, or related area is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science program is desirable

Work Experience

At least ten (10) years of progressively responsible experience in Civil Engineering, Construction, Architecture, Contract Management or related area is required. The minimum ten (10) years of relevant experience is reduced to five (5) years for candidates who possess an associated first level University degree. Progressively responsible experience in the maintenance and operation of facilities, is required. Experience in supervising teams in both technical and administrative areas, is required Experience in determining requirements and preparing scopes of work for high-value, complex goods and services contracts is desirable Experience in managing support service and maintenance contracts in an international setting is desirable. Experience in Vehicle Fleet Management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

•This position is temporarily available for a period of six (6) months with possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
