Overview & Responsibilities
The Department of Programmes is the central management and coordinating function for programme delivery and capacity development. It is responsible for the implementation of IDLO’s global programme portfolio for field and non-field locations in line with organizational strategy.
Under the direct supervision of the Country Manager, Afghanistan, working in close coordination with the core teams and the Afghanistan Team at Headquarters, the Field Project Manager engages with internal and external functions in order to manage the assigned project.
The Field Project Manager may represent IDLO with partners, IDLO HQ staff and Government officials, technical advisors and experts, donors and civil society.
Summary of Functions:
- Manage day to day project implementation.
- Ensure project compliance with donor contract as well as quality standards.
- Oversee project reporting, and support monitoring, evaluation and learning.
- Programme development and programme representation.
- Lead team, ensuring effective, efficient, results-based and timely delivery of activities and results.
Key results expected:
- Manage day to day project implementation and issues, including work planning, budget oversight and management, and support monitoring, learning, and reporting. Ensure all phases of the project are consistent with the project design and delivery schedule. Participate in donor calls and presentations, engage with partners and local stakeholders.
- Monitor revisions to project design and work plans, provide timely and optimal recommendations for necessary adjustments.
- Regularly collaborate and communicate with the Finance Department and the Afghanistan Team at the Country Office and at HQ to develop accurate project financial forecasts, including reviewing monthly and quarterly financial reports and identifying areas of over- or under-spending, and flagging any urgent budgetary issues.
- Oversee the timely identification and screening of relevant project contractors and selected employees.
- Actively participate in weekly donor meetings.
- Ensure project compliance with donor contract as well as quality standards.
- Ensure compliance with project contracts and subcontracts.
- In coordination with the supervisor, liaise with the Afghanistan Team at HQ. In consultation with the Office of the General Counsel, review, draft and advise on contracts, agreements and other legal documents.
- Conduct research on legal, political, social and economic events, trends, and/or developments relating to the project, respond to internal and external requests for such research.
- Develop legal working papers, memos, briefs, and other original materials based on the field experience and utilize these materials for the development of relevant outputs.
- Ensure project deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
- Oversee project reporting, and support monitoring, evaluation and learning.
- Draft and provide input to weekly, bi-weekly, quarterly and annual reports, highlighting the value and impact of the project/activity. Draft, collect and seek input for other types of reports or internal briefings as requested.
- Identify and report any challenges or potential deviations in the project’s strategy, objectives, results or activities, and make recommendations for timely and optimal course adjustments.
- Document project and team achievements to facilitate internal and external information sharing, focusing on learning and best practice collection.
- Collaborate with the Monitoring and Reporting Unit, as well as the Evaluation Unit, as needed, to assist in project evaluations.
- Programme Development and Programme Representation.
- Actively participate in developing concept notes and project proposals.
- Represent IDLO at project-related events. Under the guidance of the supervisor, build relationships with donors, UN agencies, government institutions, CSOs and other stakeholders in the field of rule of law. This includes participating in meetings, preparing reports and briefs, and taking a leading role in IDLO’s networking efforts related to the project.
- In coordination with the supervisor, generate ideas and identify new project opportunities, provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s programme portfolio in line with country/regional/organizational strategies.
- Responsible for design of implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, monitoring reports, and others, in coordination with the Monitoring and Reporting Unit.
- Lead team, ensuring effective, efficient, results-based and timely delivery of activities and results.
- Effectively lead the team by providing clear direction, addressing development, and performance management through ongoing dialogue, and mentoring. Foster a teamwork approach in meeting objectives and goals, addressing possible conflicts in a positive and constructive manner. Encourage initiative and maintain effective working relationships within a multi-cultural setting.
Job Requirements
Education and Work Experience
- An advanced university degree in law is preferred, alternatively an advanced university degree in international development, or other relevant social sciences.
- A minimum of 7 years of relevant professional experience, ideally within an international organization, including in an internationally recruited position.
- Specific professional experience in the rule of law programming and capacity development would be an asset.
- Prior experience in providing analytical and strategic leadership and managing people.
Languages
- Fluency in English is required.
- Knowledge of Dari or Pashto would be an advantage.
Specific knowledge, skills, and competencies
- Strong team management and leadership skills
- Familiarity with the standard program and data management tools, as well as results-based management and monitoring and evaluation principles.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.

Terms & Conditions
For this internationally recruited Affiliate Professional position, IDLO shall offer the selected candidate an affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.
IDLO shall offer an annual basic salary commensurate with experience, with a benefits package including provident fund, hardship allowance, medical and mission insurance, leave entitlements including home leave, and rest and recuperation (R&R) in accordance with IDLO Employee Regulations and Rules. Relocation support is also available for internationally recruited employees.
This is a non-family duty station. The work week for IDLO in Afghanistan is from Sunday to Thursday. Accommodation, cleaning, laundry, and meals are provided in a pleasant, secure, and fully serviced compound. Rigorous security is in place at all times.
