Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.

POSITION SUMMARY:

The primary responsibility of the Finance Assistant is to provide day-to-day financial support at the field site level and ensure the implementation of financial services in an emergency setting. Finance Assistant adheres to donor regulations and Project HOPE’s policies and procedures, while handling all financial and administrative matters.

This position will be based in Gaza. Local Nationals Only.

PRINCIPAL RESPONSIBILITIES

  • Provide accounting and finance support to Program, Grant and Contracts.
  • Assist program staff with day-to-day accounting operations and financial support in accordance with donor and Project HOPE’s internal policies and procedures.
  • Ensure required preapprovals are secured in advance of incurring an expense.
  • Prepare procurement requests and ensure all approvals are secured and coordinate with logistics team on the delivery of services and goods.
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments.
  • Maintain accurate financial transactions and program, grant and contract records.
  • Assist program staff and finance department in meeting donor and internal reporting requirements.
  • Prepare timely and accurate financial reports for submission to donor on or before the deadlines.
  • Prepare timely and accurate monthly Pipeline.
  • Process payroll payments as per Project HOPE policy and Gaza statutory requirement.
  • Review all payment vouchers, Receipt Voucher and Journal Voucher before and after the payment.
  • Maintain frequent communication with HQ, Program Staff, and Field office to ensure finance activities and objectives are communicated clearly.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s in Finance, Accounting, Business Administration, or related area.
  • Two years minimum in a similar job in humanitarian and/or emergency relief setting.
  • Previous experience in the administrative and financial management of overseas programs at the support level; experience at other NGOs and with USAID/ BHA is desirable.
  • Excellent budget management skills.
  • Strong organizational, interpersonal skills and commitment to humanitarian principles.
  • Good written and oral communication skills.
  • Flexibility and Adaptability: Adapts to changes in work environment.
  • Teamwork and cooperation and can cope with stressful workload.
  • Fluent knowledge of English and of local language (Arabic).
  • Experience in working with computerized accounting systems, NetSuite desirable.
  • Essential computer literacy (word, excel, teams and internet).

  • While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.
  • Must be able to communicate in verbal and written form and must be able to travel.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”

Work environment:

  • This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
  • Position will be in resource-deprived environment with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
