POSITION SUMMARY:

Project HOPE seeks a Finance Director to support the BHA -funded activity.The Finance Director is responsible for oversight and ensuring compliance and development of all financial and accounting systems and processes at national and regional level. The Finance Director is responsible for the overall administration and financial operations for the project. The Finance and Administration Director ensures that administrative departments are successfully managed and provides operations support as required. The Finance Director is responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices is expected, as well as working closely with the Chief of Party and US-based personnel to ensure compliance with all donor regulations and effective and proactive management. The Finance Director normally manages other administrative functions such as Operations, Grants, HR, Security, and other office support staff. The specific duties to be carried out by the successful candidate are listed below:

PRINCIPAL RESPONSIBILITIES:

Accounting and Finance Management

  • Work on all financial reports requested by the country directors, head of program and any other leadership parties.
  • Work closely with the program and development team on the new proposals and projects budget preparation and budget realignments as required.
  • Be responsible for the weekly and monthly financial reporting by internal and external deadlines, engage with the HQ accordingly.
  • Be responsible for internal and external audits, payroll taxes, social security contributions and other benefits requirements in all financial operations as required. By the county of implementation laws.
  • Supervise the month and year end process as required by HQ Global finance team.
  • Supervise petty cash and banks receipts, and expenditure records.
  • Ensure compliance with local laws, donor and organization regulations, policies and procedures to mitigate any risks.
  • Maintain the organization’s system of accounting, ensuring all accounting data are updated, reconciled, scanned and fully supported.
  • Ensure that the day-to-day accounting operations and financial management functions in the country’s main offices and fields are performed in accordance with internal policies and procedures.
  • Supervise month and year end process including reviewing balance sheet accounts, developing monthly and yearly overall cost allocation reports.
  • Provide technical support to country program, HR and logistics team.
  • Work closely with Budget Holders and the rest of the team members on budget preparation. Provide input on general, non-program costs. Provide recommendations for budget realignments as required.
  • Work closely with the county office team on reviewing actual to projected budget expenditures
  • Work closely with global finance team on updating the monthly projects analysis.

Administration, HR, and Logistics

  • Review all procurement and HR transactions to ensure adequate supporting documentation to ensure internal control over payments.
  • Attend coordination meetings which are relevant to country activities.
  • Interface with country of implementation government and relevant agencies as required.
  • Serve as the principal liaison with donors on matters related to the funding and reporting to ensure financial and programmatic accountability to donors.
  • Ensure that all human resource records are reviewed, scanned and audit ready.
  • Ensure that security protocols and policies are established and distributed to all country offices.
  • Facilitates emergency and non-emergency security expenditures.

Communication, Training, and Capacity Building

  • Be responsible for all training of finance and HR staff in the country offices.
  • Be responsible for frequent visits to field offices and PH subrecipients to provide training to finance staff on internal policies and procedures.
  • Train program and logistics team to increase their capacity in order to increase responsibilities and ensure sustainability of projects.
  • Establish an annual plan for professional development country offices team.

Compliance, Ethic and Prevention of Sexual Exploitation and Abuse

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Project HOPE and its beneficiaries.
  • Promote and encourage a culture of compliance and ethics throughout Project HOPE.
  • As applicable maintain a clear understanding of Project HOPE and donor compliance and ethics standards and adhere to those standards.
  • Fulfill other duties and responsibilities as may be reasonably assigned by the CoP.

MINIMUM REQUIREMENTS:

  • Master’s degree in accounting, finance management, any other relevant qualification.
  • Minimum of seven (7) years of managerial experience in finance and operations in an NGO, private, or donor environment.
  • Extensive experience in financial and operational management at the management level.
  • Extensive experience working with computerized accounting and administration systems.
  • Comprehensive knowledge and working experience with USAID, World Bank, EU, DfID, UN, and other donors.
  • Knowledge of NGO financial policies and procedures is desirable.
  • Experience in developing and managing procurement and logistical procedures and policies.
  • Demonstrated knowledge of program sustainability, capacity building, and public-private partnerships.
  • Knowledge of U.S. government references including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.
  • Strong writing and presentation skills.
  • Strong negotiation, interpersonal, and organization skills.
  • Ability to effectively present information and respond appropriately to questions from senior managers, counterparts, senior government.
  • Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements.
  • Fluency in English and Arabic (is an asset)
  • Ability to travel locally, and occasionally internationally.
  • Proficiency in relevant computer applications and databases

  • While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.

Work environment:

  • Typical office environment with exposure to a minimal noise level.
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship
