About the role:
As a Finance Officer, you will supervise the Finance Operations teams in: General Accounting; Accounts Payable and Quality Assurance.
Under the general supervision of the Senior Finance Officer, you will contribute to the successful implementation of the GPS project in line with the office management plan and the wider strategic plan drivers. This role involves coordinating with all stakeholders (internal and external to GPS) and keeping the GPS Management team informed of progress, risks, and necessary interventions throughout the project lifecycle.
KEY ACCOUNTABILITIES:

Contribute to the successful implementation of the GPS project, through the development of effective project management procedures, roles, tools, and systems that are agreed upon by all parties involved.
-
Responsible for working with all internal WFP parties to finalize project scope, gather business requirements, manage customer relationships and oversee the overall team’s performance.
-
Responsible for maintaining customer relationships guiding process owners, end-users, and stakeholders to translate business requirements into feasible functional requirements, to ensure all parties are represented in the definition and evolution of services.

Guide and supervise more junior staff acting as a point of referral, coaching and providing/delivering training to build capacity and increase expected level of operational support
-
Oversee all project documentation and reports are developed and maintained including risk reports, Standard Operating Procedures (SOPs), quality checklists, customer satisfaction, benefits realization, and lessons learned.
-
Coordinate the development of user manuals, training materials, and other documents as needed to enable successful implementation and turnover of the processes or system to the field.
-
Contribute to the business revision of the services of the GPS, working closely with internal stakeholders and relevant counterparts in other UN agencies to clarify policies, standard operating procedures, terms of reference, and KPIs for consolidation of the GPS model.
-
Coordinate with the GPS Quality Assurance Unit, to enable financial controls and insight into GPS performance, and undertake periodic risk and internal control assessments to identify areas that may present potential audit, compliance, or financial risks.

Represent the unit in internal meetings, external meetings, and various events involving UN agencies, banks, financial institutions, partners, and other entities as necessary. Contribute to the preparation of the annual work plans together with the related regular reporting providing relevant insights from the Finance Operations team.

Contribute to the change management efforts of the GPS by delivering trainings, participating in field missions, overseeing process efficiency.

Perform other assigned tasks as required.
DESIRED EXPERIENCES AND MINIMUM ACADEMIC QUALIFICATIONS
Education:
-
Advanced university degree in finance, business administration, accounting, project management, public administration, or related field, OR first university degree in the same subject(s) with additional years of relevant work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
-
3 years of experience in managing teams in financial service management environment is essential.
-
Experience reviewing and analyzing financial statements.
-
Experience implementing accounting and internal control processes.
-
Experience in ERP systems and preferably SAP Software.
-
Excellent communication and presentation skills (written and verbal), with the ability to influence others while working effectively in a multicultural, multi-ethnic environment with sensitivity and respect for diversity and inclusion.

Strong analytical, critical reasoning, and problem-solving skills.
-
Ability to manage changing and competing priorities, while ensuring high standards of professional ethics and motivation.

Good understanding of UN financial business processes and relevant policies, rules, regulations is desirable.
Languages:

Fluency (level C) in English language and Hungarian

Knowledge of a second UN language is desirable (Arabic, Chinese, French, Russian, Spanish, and/or Portuguese).

This role requires full office presence to actively engage and integrate new staff, as well as for addressing any critical incidents swiftly and effectively.

Applicants must reside within commuting distance to the WFP Budapest office (Central Udvar, Wesselényi u. 16, 1077 Budapest), or be willing to relocate at their own cost before taking up the assignment.
