POSITION SUMMARY
HIAS is recruiting a GBV Manager responsible for overseeing and coordinating all GBV activities, including those in HIAS’ emergency response program. The main responsibility is to ensure proper planning and management of activities related to the prevention of gender-based violence as well as the response actions including recreational and empowerment activities for women and girls. He/she is in charge of supervising the coordinators and provide support to case workers and officers including their capacity building, continuous coaching, monitoring and regular evaluation. He/she will be responsible for coordinating and monitoring the activities of the program team and writing regular reports. The person in charge will also have an eye on all GBV projects; to ensure that work and expenditure plans are respected and updated .He/she will work in collaboration with the gender-based violence (GBV) and child protection and mental health and psychosocial support (MHPSS) departments to integrate the GBV initiatives with existing programs and activities.
HIAS uses a survivor-centered, community-based approach. The programs consider the voices and needs of survivors and prioritize their leadership in program design and implementation. HIAS works with communities’ natural systems to optimize support for survivors, building partnerships to promote and protect the rights of survivors, women, men, girls, sexual and gender minorities. This approach enables HIAS to meet the safety, psychosocial, economic, and justice needs of survivors; facilitate their access to appropriate care; and empower communities to lead efforts that challenge beliefs, attitudes, and behaviors that perpetuate or condone violence against women, girls, sexual and gender minorities in the community.
Under the supervision of the Program Director, the GBV Manager will work closely with, the GBV Technical Advisor Africa Eurasia, Program Manager, Eastern Chad and other stakeholders to ensure the safety and well-being of HIAS’ clients.
This position is unaccompanied, and the duty station will be in Ndjamena, Chad with frequent travel to HIAS Chad field offices and insecure operating environments
ESSENTIAL FUNCTIONS
- Lead the implementation of GBV prevention and response program through provision of strategic direction and technical advice on program design and development.
- Plan and oversee the establishment of community-based prevention and response mechanisms, risk mitigation strategies in support of survivors of GBV.
- Strengthen GBV prevention and contribute to more integrated responses and long-term approaches such as creating safe spaces for women and girls, build peer support networks to enhance their economic and social assets.
- Oversee the overall case management of the program and supervise case workers and community based GBV prevention monitors to implement GBV case management effectively.
- Work collaboratively with HIAS MHPSS (Mental Health and Psychosocial Support) team by providing insight on the medical and psychosocial needs of refugees who are survivors of GBV.
- Organize/ coordinate trainings on GBV to staff, partners and the refugee community on topics related to GBV as defined in the project documents
- Develop interventions including, but not limited to, creating awareness of HIAS’ activities on GBV Prevention and Response.
- Develop strategic partnerships through participation and attendance of GBV co-ordination meetings.
- Collaborate with Technical Advisors to reinforce guidance and strategies new approaches to plan and implement program activities and for quality programming.
- Coordinate with partners international organizations and local organizations to create linkages for refugees for promotion of quality referral pathways, strengthening services for survivors of GBV and ensuring their integration of GBV concerns to different sectors.
- Take part in discussions relating to the design, implementation and dissemination of findings from research and evaluations done or to be done in the Chad GBV Program; behavior change strategies of GBV within the refugee population and develop/adjust program strategies to meet the identified trends/needs
- Take lead in project planning and oversee budget expenditures to ensure effective use of resources against planned activities and outputs related to HIAS GBV work
- Participate and contribute to the identification of grants for funding opportunities for GBV Prevention and Response.
- Contribute to the drafting of concept notes, project proposals, monitoring of periodic activity reports.
- Produce accurate, detailed and timely reports of all project activities and progress, develop lessons learned documents and tools to actively share best practices across HIAS programs at country and regional level.
- Represent HIAS in a professional manner with local authorities, members of the communities concerned and with all other organizations.
- Properly maintain files and documents, timely updates to GBV information management system (GBV/IMS) to ensure accuracy in recording keeping and capitalization of project achievements
- Undertake to respect the HIAS policies in respect for beneficiaries and prevention of abuse of any kind against women and children.
- Ensure compliance with security guidelines and procedures as well as the timely exchange of information in a security context.
- Performing other duties as required.
Required Qualifications and Experiences
- University degree in Gender Studies, Community Development Studies, Social Science and/or other related fields of study
- 7-9 years working in a management position with at least 5 years in Project Management, monitoring and evaluation with a specific focus on GBV prevention and response programming; preference for candidates that have previous experience with direct service provision to GBV survivors
- Demonstrated Strong experience in case management and experience working directly with GBV survivors in different contexts .
- Demonstrated experience with operationalizing GBV principles, knowledge of international humanitarian standards for GBV prevention and response.
- Leadership skills and management of human and financial resources,
- Have a strong training and capacity building experience.
- Have a proficiency in English and French is a MUST
- Ability to work and supervise a team, maintain respect for diversity, uphold integrity, respect and accountability
- Undertakes to demonstrate professionalism and ethics based on humanitarian and Do No Harm principles.
- Commits to strict compliance with the internal security management policy and the monitoring of security rules that will be established according to the context.
- Self-starter with an ability to work with minimal supervision, in a culturally diverse team
- Excellent analytical, communication and report writing skills
- Strong interpersonal skills
- Ability to maintain one’s composure while under pressure
- Great ability to organize and be precise.
