Mission and objectives
The primary and overarching objective of United Nations Development Programme in Kosovo is the eradication of poverty in the context of sustainable development, including the pursuit of the Sustainable Development Goals, and promotion of United Nations fundamental principles. The core dimension in our approach is investing in human development, wealth creation (with emphasis on issues such as entrepreneurship, job creation) and institutional reform and capacity development.
Context
Gender Equality is one of the core objectives of UNDP and is implemented throughout the organization in a two-pronged approach: mainstreaming gender in all core practices; and dedicated interventions that empower women and promote gender equality. UNDPs work on gender is guided by the Beijing Platform for Action (BPFA), Convention of the Elimination of All Forms of Discrimination Against Women (CEDAW) and the frameworks provided by the Millennium Declaration, Sustainable Development Goals (SDGs), and Kosovo specific gender policies.
UNDP Kosovo was awarded a Silver Gender Seal in 2023 as a prove of the office’s commitment strengthen gender mainstreaming in its processes, operations, programming and policy/advocacy. As UNDP Kosovo embarks on the process of designing the new programming cycle (2026-2030) , the office strives to establish a stronger support system on gender equality to provide respective advisory support to Kosovo stakeholders as well as UNDP’s senior management and teams, through the engagement of the Gender Associate Officer, with the aim of both deepening the gender responsiveness of the UNDP portfolio across programmatic pillars while also widenings UNDP’s technical value proposition to counterparts, private sector, financing institutions and expert organizations.
Task description
Under the direct supervision of Deputy Resident Representative and in close coordination with the Programme Team, Operations team, and project teams, the Gender Associate will undertake the following tasks:
• Analyses and interprets gender issues and data thorough research and preparation of analytical briefs and reports.
• Assists in the design and formulation of CO gender-related projects.
• Effectively monitors and measure the gender impact of the CO programme.
• Support the programme team in provision of gender-related inputs to UNSDCF, CPD and other strategic documents.
• Assists with mainstreaming gender into the on-going programme to ensure that it complements national policies and priorities on gender equality.
• Contributes to the development and implementation of UNDP gender equality strategy and action plan, keep regular implementation status updates.
• Provides secretarial support to the Gender Focal Team function.
• Maintains regular updates on the Gender Seal standards implementation by UNDP Kosovo.
• Assists in the development of gender indicators, baselines and targets, as well as collects gender disaggregated results.
• Contributes to the development of Results Oriented Annual Report and corporate planning.
• Analyzes and research of donor gender strategies and government policy resulting in substantive briefs on possible areas of cooperation to enhance UNDP’s integrator role within UN, development partners, academia, CSOs and private sector.
• Proactively explore opportunities for new gender focused projects.
• Provides support to UNDP participation in the respective Joint UN Result Group Team and UN task teams.
• Produces periodic updates and briefs on development situation to be used by the office management, Regional Bureau and other stakeholders.
• Facilitates gender knowledge sharing within UNDP programme and actively participates in corporate UNDP knowledge creation.
• Assists with training and capacity development for UNDP staff and Kosovo officials, pub-lic institutions on gender issues.
• Updates Kosovo’s gender profile data and documentation center of UNDP (intra).
• Identifies and promotes good practices and lessons learned related to gender equality and women’s empowerment.
