CONTEXT:
It is estimated that over half a million people fall victim to armed violence every year. The increase in armed violence using explosive weapons, improvised explosive devices and small arms and light weapons is affecting civilian populations with a longer-term impact. Global international, national and local action to reduce the impact of conventional weapons is an essential part of Handicap International’s / Humanité & Inclusion’s (HI) scope of intervention, aimed at bridging the gap between humanitarianism and development. HI implements an integrated model of mine action and armed violence reduction (AVR) to maximize the benefits of a given project and contribute to a world where people can lead safe and fulfilling lives in peaceful and inclusive communities.
To achieve this goal, HI is recruiting a dynamic, creative and bilingual Armed Violence Reduction (AVR) Policy and Development Manager (PDM).
YOUR MISSION:
The PDM will have 3 main objectives:
– Influence decision-makers, donors and other major stakeholders to adopt a comprehensive model for reducing the impact of weapons on the civilian population in their political and budgetary agendas, and promote HI’s vision as a natural partner;
– Contribute to the development and expansion of mine action and armed violence reduction activities within existing and new programs;
– Supervise the team of staff based at headquarters.
- Donor and Stakeholder influence:
- Promote armed violence reduction (AVR) approaches in donors’ political and budgetary agendas.
- Collaborate in the definition of policies and strategies to leverage HI’s expertise in AVR.
- Participate in professional networks in the field of AVR and analyze donor trends to identify funding opportunities.
- Represent HI to stakeholders and contribute to sectoral advocacy initiatives.
- Support Development of Comprehensive Approach to AVR proposals and key consortia:
- Contribute to the expansion of humanitarian operations in mine action and AVR, by supporting teams in the field.
- Consolidate a community of practice on AVR policies and act as a focal point for the development of multi-country initiatives.
- Collaborate with the Institutional Funding Division to develop appropriate grant management tools.

Management :
- Embody HI values and translate strategy into operational objectives for the team.
- Ensure operational management and monitor team performance.
- Promote employee development and ensure compliance with corporate policies.
You work on a day-to-day basis with a large range of actors within the HI structure, including:
– Armed Violence Reduction technical unit;
– HQs Operation staff;
– Advocacy, communication and institutional fundraising teams;
– Program teams, remotely and during direct program support missions.
YOUR PROFILE:
With a university degree, preferably in conflict/security management, international development or international relations, you have at least 3 years’ experience in the humanitarian sector, particularly in mine action, arms and munitions management, armed violence reduction and related disciplines.
Your experience has enabled you to develop skills in project management, strategy design and partnership building. Recognized for your ability to react quickly and take the initiative, you are prepared to travel from time to time, including to fragile or conflict-affected countries.
You are fluent in English and have a good command of French. Knowledge of another language (Arabic, Spanish, etc.) at an advanced level would be an asset!
