General Description of the Programme/GOAL
Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.
GOAL has an annual budget of an estimated €200 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. GOAL values the power of partnership and works with local and international partners to achieve its mission.
Job Purpose
The Global Procurement Advisor is responsible to enable high standards of procurement practices across GOAL globally. He/she is responsible to update and maintain GOAL procurement manuals, and procedures in line with global best practice and GOAL strategic aims ensuring robust procedural frameworks to enable compliant activities. As part of the global technical team, they will lead on continued innovation and improvement in procurement services including strengthening strategic procurement. They will represent GOAL in technical forums and input to global forums for sectoral strengthening.
**This role can be based from our GOAL Head office in Dun Laoghaire, Dublin or Remotely in the UK**
**GOAL offers staff flexible working with our hybrid model, we require our HQ employees to work 2 days per week from our office in Dun Laoghaire, Dublin**
Duties and responsibilities
Technical Standards
- Maintain GOAL procurement manuals and tools in accordance with best practice and relevant regulations. Manage and issue updates in an organised manner and in line with other business change initiatives.
- Manage the high value and strategic procurement team in HQ.
- Identify areas where efficiencies or improvements can be made and make evidence-based recommendations. Including supporting the increased automation of procurement services.
- Advise Senior Management on strategic and operational risks related to either individual procurement procedures or GOAL’s procurement context.
- Liaise with programme technical team and country offices on procurement strategies, risks, and opportunities.
- Lead on design and set-up of procurement services for new areas of operation (either geographic or technical), whilst considering the impact across different business functions.
- Stay up to date with donor requirements and work closely with the compliance team to support adherence with these globally and/or in specific projects.
- Improve climate smart considerations and actions in GOAL procurement activities, including innovative solutions that might require changes to current policies and practices
Training and Representation:
- Participate in global technical forums ensuring GOAL is sharing learning and learning from others.
- Embeds sector-wide or global trends in GOAL’s work.
- Develop and deliver training to support implementation of procurement services and staff development.
- Implement and manage internal technical communities of practice for sharing and learning.
- Develop training pathways in line with competency frameworks to guide procurement staff globally for personal development and progression in GOAL.
- Maintain personal development and learning to be up to date on sector best practices.
Emergency Preparedness and Response:
- Ensure all manuals and procedures have clear actions for application in emergency response.
- Advise on procurement services in any GOAL emergency response.
Undertake other relevant tasks relating to GOAL activities as required.
Key Performance Objectives
- KPO 1 – manuals and tools are up to date and accessible by staff including training materials.
- KPO 2 – globally strategies for procurement of key supply categories in place.
- KPO 3 – internal technical community of practices in place.
- KPO 4 – prompt action on procurement related audit and compliance issues leading to trending reduction in issues.
- KPO 5 – measurable costs savings and efficiencies in high value procurement

Requirements
Essential
- At least 5 yrs experience of humanitarian or development sector procurement
- Demonstrable experience of leading or working in a high performing procurement team
- Experience with producing reports and other analysis on procurement services
- Demonstrable commitment to on-going learning and personal development
- Solution focussed and action oriented to deliver continuous improvement
- Strong interpersonal and relationship/stakeholder management skills
- Experience with communicating effectively at all levels of an organisation
Desirable
- MCIPS or equivalent
- Experience with development and roll out of digital procurement solutions
- Additional language (French, Spanish, Arabic preferred)
