Duration:6 months (renewable)
Conditions: Salaried contract, gross monthly salary 2369€ to 2884€ according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. No family duty station.

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.
Context
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref, Al-Jazeera, Red Sea, and South Kordofan states.
Following the outbreak of the current Sudan conflict in April 2023, creating the largest ongoing displacement population in the world, TGH is currently implementing multi-sectoral projects in consortia with international and national organizations to meet the needs of crisis-affected populations in Darfur, Khartoum and Red Sea. TGH has more than 100 national staff in the field, and is recruiting more, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), and a coordination office in Port Sudan. It has about 14 expats based in Chad & Sudan.
TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most.
Ongoing activities include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
- Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
With a current volume of approximately 14 million EUR, TGH Sudan’s donor base includes ECHO, BHA, OCHA-SHF, CDCS, and CIAA (French MoFA).
Job description
Under the supervision of the Deputy Country Director-Program (DCD-P) and in coordination with the Country Director (CD), the Grants Coordinator oversees project and proposal development and reporting (strategic planning, development of sectoral approaches, support for donor relationships, internal coordination at mission level and with HQ, coordination with consortia and local partners). She/he supervises the mission’s grants department (including on planning, proposal development and revision, donor reporting, and grants-related internal & external communication), ensuring timely and quality implementation. The Grants Coordinator provides significant support to the DCD-P and the CD on coordination, reporting and fundraising including by ensuring effective channels of internal and external communications and by supporting development opportunity identification. The Grants Coordinator also plays a key role in leadership of a large TGH-led consortium project funded by ECHO, working closely with the TGH project staff and international partners on consortium coordination.
She/he directly manages the two Grants & Reporting Officers (1 expat, 1 national).
The main responsibilities are:
Supervision of the TGH Sudan’s grants activities
- Supervise production of narrative reports for projects.
- Organize the grants department workload, in accordance with the reporting schedule and in close collaboration with the mission team and the Desk.
- Ensure the availability and consistency, from the program and MEAL team, of the necessary data and information allowing the elaboration of reports, in accordance with the original project proposal or previous reports.
- Ensure compliance of reports with donors’ guidelines (structure, content, lay-out), in coordination with the DCD-P and CD.
- Supervise the compilation and finalization of the writing of narrative reports and annexes in coordination with project teams and DCD-P.
- Take part in field visits, upon DCD-P and CD request and the needs of the mission.
- In coordination with the mission team and HQ, review donor contracts, flag any points of that might contradict TGH procedures, and support contract negotiations.
- Coordinate the finalisation of donor reports ensuring consistency between narrative, annexes & financial reports and that they meet quality standards.
- Ensure all documentation required to be kept by donors is available by maintaining high quality information management systems.
Team management
- Manage and supervise the Grants & Reporting Officers (1 expat, 1 national), including setting of clear task division, objectives and workplans.
- Ensure capacity building and regular performance evaluation of the Grants & Reporting Officers.
Participation in internal and external coordination
- Represent TGH at coordination and cluster meetings upon DCD-P or CD request.
- In conjunction with the DCD-P and CD, ensure effective representation and participation in external meetings or events; as delegated, ensure proper management of information flows between TGH and the different stakeholders.
- Contribute to ensuring good management of the information flow within the mission on all grants-related matters.
- Participate in the definition and implementation of country strategy.
- Build positive working relationships with other (I)NGOs to coordinate and support development of high-quality proposals.
Contribute to fundraising and programme development at the mission level
- Contribute to the development of the Sudan mission’s country strategy and program strategy.
- Ensure active monitoring of funding opportunities at country level, reporting and analysing them for the CD and DCD-P.
- Coordinate within the mission the formulation of project proposals and their drafting, including logical framework, budget and annexes.
- Ensure that the team involved in the preparation of proposals has a good understanding of donor requirements including with regard to partners.
- Support DCD-P and program teams in field assessments when needed and in identifying needs prior to the development of new projects.
- Work closely with budget holders, program teams, and finance as well as other stakeholders to compile accurate proposal budget and assess whether all necessary costs have been included.
Consortium coordination
- Ensure overall coordination among the members of the TGH-led ECHO Project Coordination; Ensure effective communication among partners at all times, including feedback from partners on TGH’s role as consortium lead for accountability purposes.
- Supervise and consolidate the production of the monthly project sitreps, narrative reports and when relevant, Modification Requests.
- Ensure understanding and compliance by the consortium with DG ECHO’s rules and regulations and with the clauses of the consortium agreement.
- Organize regular meetings among partners (TGH, PUI, SI and national partners) and functions (program and support service teams) to monitor consortium progress towards project objectives and to ensure consistency and circulation of the information.
- Liaise with MEAL Manager and other partners to identify, formalize and disseminate lessons learnt.
Supporting communication
- In collaboration with the DCD-P and CD, respond to headquarters requests regarding communication by contributing to newsletters, website or social media updates, and to the annual activity report in collaboration with the communication department.
- Participate in the information format creation and management for internal and external communication, in collaboration with the communication department.
- When requested, take part in meetings and communication events at national level.
- Support project managers in meeting donors’ communication requirements throughout project implementation.
This list of responsibilities could be modified according to the needs in the field.
Safety, working and living conditions
The living conditions in N’Djamena and Port Sudan are comfortable with most modern conveniences, while in Darfur and other field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. During travel and working assignments in Port Sudan, Darfur or other TGH areas of intervention within Sudan, there are risks that are known and controlled by TGH and other international NGOs operating there. TGH monitors the security situation closely and takes decisions accordingly.
There are regular flights to and from Chad and Sudan to regional destinations and expatriates are entitled to R&R breaks every 3 months.
Profile
- University degree in a relevant field (fundraising, communications, development, humanitarian aid or international relations, etc); or equivalent combination of qualifications and relevant working experience.
- 4 years of experience in humanitarian and/or development grants management and fundraising with institutional donors.
- Good knowledge of humanitarian donor guidelines and procedures; experience with DG ECHO, BHA and CDCS is a strong asset.
- Demonstrated skills and experience in formulation of project proposals and reports.
- Flexible and able to handle work pressure, tight deadlines and ad hoc requests.
- Able to deliver consistently high-quality work on time; detail oriented, rigorous and with strong organizational skills.
- Experience in working remotely, including proposal writing and reports development.
- Fluent English (written and spoken) is mandatory; Arabic is an asset, as is French.
- A team player, with strong communication, coordination and interpersonal skills.
- Ability and interest in traveling to the field, including to potentially insecure environments, while strictly following security rules and guidelines.
