Mission
Primarily responsible for the identification, design and set up of medical interventions in response to the humanitarian crisis in Palestine, Gaza and West Bank, in complementarity with Médicos del Mundo (MdM) current projects and in line with MdM Strategic Plan 2023-2025. Secondarily, once set up the medical interventions, responsible of the management and supervision of MdM programs ensuring the quality of the services delivered by MdM health teams and implementing partners in oPt. The successful candidate will be based in Jerusalem, with regular visits to West Bank and to Gaza (if conditions allow safe access).

The Health Coordinator will be based in Jerusalem with regular visits to the field.

The successful candidate will be part of the country coordination team and will report to General Coordinator, as well, he/she will have direct technical link with Health advisor in HQ.
Functions
PROGRAMME DEVELOPMENT:
To conduct health needs assessment and identify areas of possible intervention.
Responsible for the identification and design of health activities.
To actively participate in the writing of donor’s proposals together with the MHPSS Coordinator and the rest of the Coordination team members.
Responsible for the set-up and the management of the MdM health interventions in Palestine.
To participate in the development of the general strategy on MdM activities with the Coordination Team and contribute to review and/or develop programme strategies and policy documents for the expansion of MDM mission in Palestine.
To ensure the monitoring of activities and results through the data collection, analysis and interpretation.
Responsible for updating program needs (alert in case of outbreak).
Responsible for weekly and monthly program activities reports and to participate in the reporting to donors.
Responsible for preparation of all pharmaceutical and medical supplies orders and procurement process in collaboration with logistic team.
PROGRAMME QUALITY AND TECHNICAL MONITORING:
To provide technical supervision and support to the organization’s and implementing partners´ health programming activities.
To ensure health programs utilize standardized protocols, policies and guidelines according to Ministry of Health and WHO. Ensure and oversee quality of the activities in the programs.
Analysis of medical data received regularly from MdM team or/and partners and sharing with the mission and HQ.
Report and analysis of the epidemiological data; provide an analysis of the morbidity and mortality in the areas of intervention desegregate by age and gender.
To close coordinate with the MHPSS Coordinator to ensure the mainstreaming of the MHPSS component in the medical interventions and the synergies with the MHPSS projects.
COORDINATION
Represent MdM at relevant coordination meetings (Health Cluster, Nutrition Cluster…) and bilateral meetings with local health authorities and partners.
Coordinate with other health actors the emergency response to cover needs gaps.
Responsible of health team technical management.
Contribute to the recruitment and selection of health and paramedic staff when needed.
In charge of local staff capacity building: design training plan, organize and co-facilitate trainings for health and paramedic local staff.
TEAM MANAGEMENT
Technical supervision of MdM health staff.
Provide technical advice on recruitment of any health staff for MdM and local implementing partners.
Identify priorities for capacity building trainings and facilitate internal on-the-job trainings for the health teams and support staff of MdM local implementing partners.
Holding technical meetings, briefings and debriefings with the Country Health teams.
MEDICAL PROCUREMENT AND STOCK
Participate in collaboration with logistician of the medicine and medical supply order.
Technical validation of medical purchases.
Ensure the well management and store of the MdM pharmacy in collaboration with Logistician.
MANAGEMENT OF HEALTH RISKS FOR MdM STAFF
Be responsible for the existence, awareness, updating and application of safety standards relating to the health of MdM personnel: health guidelines, MEDEVAC protocol, first aid kits, etc.
Participate in the definition and implementation of the health policy of the MdM teams.
Technically support the response to emergency incidents and the management of critical incidents with a health component.
Minimum requirements
Required qualifications
Academic background:
Medical Doctor University Degree or Registered Nurse.
Master’s in international Cooperation and/or Humanitarian Aid, Public Health, Tropical Medicine, gender and human rights.
Requirements
Language requirements: High level of spoken and written English. Arabic is an asset.
Computer requirements: Office pack user level.
Experience
The successful candidate must have at least 3 years’ experience in positions with similar responsibilities (Identification and formulation of health projects, health project management, health team management) and experience working in conflict areas, with a total of 5 years of experience in humanitarian projects and with international donors (UN, EU, OFDA, DFID, AECID etc.).
