Job Title: Health and Nutrition Coordinator

Reports to: Programme Director

Terms: 12-month Fixed Term, Full time, Unaccompanied

Salary: Band 4 (€45,457 – €50,508)

Requirements: Based in Nyamlel, Northern Bahr el Ghazal (NBeG) State, with frequent travel to Juba and field locations, as required

Role Purpose: The Health and Nutrition Coordinator (HnNC) will provide strategic direction and technical support to ensure effective development, integration and delivery of quality health and nutrition activities across Concern’s programmes in South Sudan.

Responsibilities:

1. Strategic Direction and Integration

  • Oversee the overall technical direction of health and nutrition activities, ensuring robust coordination and integration between the two sectors.
  • Lead the technical development of strategies and donor proposals that maximise high quality, integrated health and nutrition interventions across the country.
  • Ensure that programme activities are consistent with international standards and national guidelines, in alignment with Ministry of Health protocols and Concern’s best practices.
  • Facilitate a spirit of innovation in the development of new programme approaches and proposals.
  • Collaborate with Area Coordinators, ensuring that both facility-based services and community outreach components are effectively delivered.

2. National Level Coordination and Representation

  • Represent Concern in all relevant national-level health and nutrition forums, ensuring visibility and effective coordination with key stakeholders, including the Ministry of Health, Clusters, UN agencies and donors.
  • Support Project Managers in building relationships with local government authorities, including County Health Departments.

3. Team Management

  • Directly supervise and support the work of the Roving Pharmacist.
  • Ensure capacity building and professional development for team members to deliver high-quality services.
  • In coordination with the ACs, conduct regular performance reviews and take appropriate action to support performance where necessary.

4. Monitoring, Evaluation, and Quality Assurance

  • Ensure that health and nutrition activities are compliant with Core Humanitarian Standards (CHS) and other donor guidelines.
  • Ensure programme quality through close collaboration with M&E staff and the relevant HQ advisers, including assessments, routine monitoring, and periodic evaluations.

5. Proposal and Budget Development and Reporting

  • Support the Grants & Information Manager in the development of proposals by providing technical and other relevant programmatic and budgetary inputs.
  • Ensure timely procurement and distribution of necessary supplies and pharmaceuticals in collaboration with the Operations Director and the Roving Pharmacist.

6. Security

  • Adhere to Concern’s security protocols.
  • Ensure timely reporting of any security incidents.

7. Social Accountability

  • Promote meaningful community participation throughout all phases of the programme, ensuring that activities reflect local needs.
  • Promote community participation in programme activities and ensure the functionality of Complaints and Response Mechanisms (CRM).
  • Foster transparency by systematically sharing programme information with communities and stakeholders, ensuring alignment with Core Humanitarian Standards (CHS).
  • All staff are responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values.
  • All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Role Holder Requirements:

Essential:

  • Educational Background: A degree in public health, nutrition, medicine, or other relevant health discipline. Advanced qualifications in health systems management, global health, or related fields will be an advantage.
  • Experience: Minimum 5 years of progressive experience in health and nutrition programming, particularly in emergency or fragile settings, with demonstrated expertise in managing integrated health and nutrition interventions. Experience must include oversight of both curative and preventative health components (such as maternal, newborn, and child health (MNCH), sexual and reproductive health (SRH), and acute malnutrition treatment).
  • Technical Expertise: Proven ability to implement and oversee health and nutrition programmes, including familiarity with relevant international protocols such as Integrated Management of Childhood Illness (IMCI), Community-based Management of Acute Malnutrition (CMAM), Maternal, Infant, and Young Child Nutrition (MIYCN), and disease surveillance in humanitarian settings. Proven ability to oversee the management of Pharmaceuticals, medical supplies and nutrition commodities and to review international orders.
  • Representation and Advocacy: Experience representing organisations at national and international levels, including participation in Health and Nutrition Clusters, working groups, and other coordination forums. Demonstrated ability to engage with Ministry of Health officials and UN agencies on both technical and policy matters.
  • Staff Management and Capacity Building: Demonstrated experience in leading multidisciplinary teams, with a focus on building technical capacity within health and nutrition teams and fostering collaboration between sectors to achieve integrated results.
  • Data Management and Monitoring: Strong skills in health and nutrition information systems, including data collection, analysis, and use of tools such as Health Management Information Systems (HMIS), CMAM Report, or DHIS2 for monitoring programme performance. Familiarity with conducting and overseeing nutrition and health assessments such as SMART, SQUEAC, or other rapid assessment tools.Familiarity with monitoring Key Performance Indicators (KPI) for Pharmaceuticals and analysing monthly Pharmacy Reports.

Desirable:

  • Work Experience in South Sudan or Similar Contexts: Understanding of the health and nutrition challenges specific to South Sudan, including working knowledge of government structures, local culture, and conflict dynamics.
  • Specialised Training: Formal training in public health interventions related to malnutrition (e.g., Sphere Standards, Integrated Management of Acute Malnutrition (IMAM) protocols) and in management of disease outbreaks (e.g., cholera, malaria, etc.).
  • Programme Design and Proposal Development: Experience in developing health and nutrition programme proposals, including budgeting, work planning, and technical writing, with a focus on scaling up emergency interventions.
