Your Challenge

We are looking for an Human Resources (HR) Officer to join our HR team of War Child Alliance. We are looking for an HR Officer who takes care of the entire employee life cycle, including contracting new staff, processing payroll and reporting on KPI’s in a substantive and legally correct manner. It’s an exciting allround role where the HR Officer provides administrative and organizational support to the HR team, International Management Team members, line managers and employees regarding the HR processes, instruments, systems and personnel matters and acts as a guide and focal point both internally and externally for personnel matters.

The HR Officer is part of the HR team in the People & Culture department and reports to the Director of People and Culture. The HR Officer works closely with the HR Advisor for the global office and the two HR Advisors for the Africa and Middle East region as well as the HR Project Manager.

Fluency in Dutch and English is required. We are looking for a colleague who is based and has the right to work in the Netherlands with access to the Amsterdam located office.

Your Responsibilities

  • Processing changes in the workforce and managing personnel files, the personnel information system and other systems. Ensuring that the personnel administration is in order and up to date;
  • Implementing, managing and keeping up to date HR systems including being the superuser for our HR systems;
  • Correctly applying laws and regulations and HR policy;
  • Playing an active role in developing improved HR processes and contributing towards shaping HR policy;
  • Being responsible for administrative and organizational work of inflow and outflow, sick and leave registration for both permanent employees, interns, consultants and volunteers;
  • Organizing applications for work permits and the associated application and export of the 30% ruling (NL only);
  • Onboarding new WCA staff, including pre-employment and pre-departure checks, offers of employment, contracts, benefits, and payroll set up;
  • Ensuring GDPR compliance of process of collecting, processing, and storing all employee data;
  • Coordinating and performing work related to the payroll administration and independently preparing the monthly personnel changes for the purpose of processing by the external payroll processor within a set time schedule;
  • Ensuring that the processing and payment of the monthly salary run is checked and links any corrections back to external payroll processor;
  • Acting as a point of contact and contact person for management and personnel with regards to the various HR systems and ensures the correct functioning;
  • Managing the general HR mailbox, answering questions and distributing emails to the right focal points;
  • Answer questions from managers and employees about all kinds of personnel matters such as, employment conditions regulation, performance and assessment interviews, et cetera.;
  • Maintaining and managing information on the HR internal site and internal communications;
  • Building and maintaining strong relationships with external contractors, such as payroll to ensure accurate processing and adequate provision of services, and an intermediary for insurance and pensions, occupational health and safety service, etc.;
  • Extracting and analysing data from systems and compile management information reports for key stakeholders as required, including quarterly HR metrics, annual audit and annual report.
  • Organizing and coordinating induction programs for new employees and expats both for War Child Alliance and for country management positions in the country’s;
  • Supporting various ongoing HR activities such as organization-wide training, visa’s, employee satisfaction surveys, etc.;
  • Supporting HR Advisors and HR Project Manager with day-to-day operational support;
  • Supporting HR Advisors with recruitments, including function grading, vacancy text writing, vacancy posting and interview scheduling;
  • Providing organizationally wide trainings for employees on using HR systems and processes;
  • Identifying opportunities for improvement in working methods and procedures within the organization and its own department.

Your Profile

  • Relevant education and/or work experience required
  • Knowledge of drafting contracts and documents in compliance with Dutch employment law;
  • Knowledge of the UK employment law is an advantage;
  • Experienced in using and maintaining a HR system, experience with Personio is an advantage.
  • Knowledge of and experienced in personnel and salary administration, procedures and processes and relevant laws and regulations. Experience with ADP is an advantage.
  • Experienced in payroll and benefits administration
  • Proficient in the employee life cycle, processing and advising on process, procedure and policy.
  • Exceptional communicator (verbal, written and interpersonal) and culturally sensitive;
  • Able to build strong relationships and gain trust and credibility with people inside and outside of the organisation (e.g. payroll services etc.);
  • Exceptional time management with the ability to manage conflicting priorities and demands;
  • Very keen eye for detail, comfortable with element of repetitive tasks – crunching data, double checking information, accuracy checks etc.;
  • You are based in the Netherlands and have the right to work here;
  • Oral and written expression skills in both Dutch and English preferably French, Arabic.

Our Offer

  • A Dutch employment contract initially for 1 year with possibility for permanent extension after the first year;
  • Salary range from € 3108 – € 3865 gross per month, based on 40 hours per week (the exact step determined by the years of relevant working experience);
  • An employment contact with War Child for 40 hours per week;
  • Start date approximately January 2025 (exact dates in discussion);
  • 28 vacation days on full time basis (consisting of 26 vacation days plus 2 additional fixed free days, based on 40 hours work week);
  • A pension scheme fully paid by War Child;
  • Compensation for travel and work from home costs;
  • Laptop to work from any location and monthly mobile phone contribution of € 25;
  • Possibility to follow training and/or courses where relevant;
