ABOUT WFP ETHIOPIA
WFP Ethiopia is in the process of developing its Country Strategic Plan 2025-2030 based on operational partnerships with the Government, private sector entities, non-governmental organizations, and other UN agencies. While the bulk of operations will continue to address the immediate short-term needs of refugees, internally displaced persons, and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

PURPOSE OF ASSIGNMENT
WFP Ethiopia is undergoing an Organizational Alignment Exercise aimed at ensuring the country office has a fit-for-purpose structure to deliver the CSP 2025-2030. The review of the current organizational structures is almost complete, and we are due to commence the implementation phase shortly.
The Country Office is looking to hire a team of consultants to provide strategic and operational HR support in conducting and implementing the recommendations of the Organizational Alignment report. Under the supervision of the Lead Consultant and overall technical guidance of the Head of Human Resources, the consultants will ensure smooth and timely implementation of the OA recommendations and HR actions.

CONTRACTUAL INFORMATION

JOB TITLE: HR Consultant (Organizational Alignment) 

TYPE OF CONTRACT: Consultant Level I

UNIT/DIVISION: Human Resources

DUTY STATION (City, Country): Addis Ababa, Ethiopia

DURATION: 6 months

OPEN TO NON-ETHIOPIAN NATIONALS ONLY

ACCOUNTABILITIES/RESPONSIBILITIES:
⦁    Manage end-to-end talent acquisition process for the Ethiopia Country Office Organizational Alignment approved positions, in liaison with the HR team in the Country Office and in close collaboration with the respective hiring managers.
⦁    Advertise vacant positions on appropriate job boards, social media, and other relevant platform.
⦁    Coordinate and conduct interviews with hiring managers using various reliable recruiting and selection tools/methods to filter candidates within schedule, as per WFP guidelines.
⦁    Responsible for screening applications by assessing applicants’ relevant knowledge, skills, and experience.
⦁    Providing a list of longlisted qualified candidates to the hiring managers for review and consideration
⦁    Prepare recruitment materials to the hiring team to support the selection process.
⦁    Submit recruitment documents to the Local Appointments and Promotion Committee (LAPC) for review.
⦁    Act as a point of contact and build influential candidate relationships during the selection process.
⦁    Negotiating salaries and benefits with successful candidates and respond to questions about compensation and benefits.
⦁    Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
⦁    Monitor and apply HR recruiting best practices.
⦁    Draft reports and provide monthly project updates to management on the OA exercise and its implementation status. Analyse and document lessons learnt with recommendations in the final report.
⦁    Any other duties assigned.
 

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:    Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses

Experience:    Minimum 3 years of progressively responsible relevant work experience and expertise in HR Management, Organisational Design and Talent Acquisition.

⦁    At least 2 years’ experience managing large volumes of recruitment with a track record of successful project delivery.
⦁    Demonstrated ability to manage projects and handle HR operations.
⦁    Experience managing small diverse teams. 
⦁    Experience within WFP and/or other UN agencies is desired.

⦁    Change Management and Project Management skills
⦁    Ability to quickly build credibility with stakeholders.
⦁    Ability to work well with a diverse team, cultural sensitivity and demonstrated business partnering skills.

⦁    Ability to draft clear concise reports for human resources decisions.
⦁    Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals.
⦁    Ability to work calmly under pressure and prioritize multiple requests.
⦁    International HR work experience
Languages: Working knowledge (proficiency level C) of English is required
