Job Overview/Summary:

The Human Resources (HR) Assistant is spfecifically responsible for support filling open positions that vary from short-term, emergency response, andull-time needs to meet demands of donors and programs in Al Raaqa Governorate and other locations that IRC may expand into in Syria, The HR Assistant is also responsible for day-to-day administrative requirements and maintains the filling system, performing a wide range of administrative and office support activities for the department and/or HR team to facilitate the efficient operation of the organization.

The HR Assistant will be covering for locations under RAQ and DEZ bases, which will require 50 %presence in DEZ and 50% in RAQ.

Responsibilities:

  • Prepare LOUs and special services agreements for DEZ and Raqqa staff and incentive workers when and as required.
  • Prepare non-renewal letters for regular staff and incentive workers when required.
  • Responsible for Incentive Workers recruitment process, including posting vacancies, longlisting, written tests if required, interviews, and all required procedures.
  • Follow up all documents related to Incentive Workers, including filing and scanning.
  • Maintain and update the personnel records and filing system regularly, ensuring that information is completed in an orderly and timely manner (Regular staff and incentive workers).
  • Main focal contact for all email creation and termination of employees for DEZ & Raqqa Staff.
  • Leave Tracking for Raqqa & DEZ Staff.
  • Time and Effort reporting For DEZ & Raqqa Staff.
  • Key focal staff for all Identity card requests for DEA & Raqqa Staff
  • Other responsibilities as assigned by the supervisor.

Recruitment Functions

  • Under the supervision of the HR Officer in Raqqa, and guidance of the Recruitment team – to support the recruitment process for entry level & assistant level positions in the Raqqa & DEZ office and support IW recruitment when and as required
  • Follow IRC Global HR Operating Policies and Procedures (GHROPP) in Recruitment and ensure compliance with all Syrian Labour laws Syrian Handbook.
  • Maintain the confidentiality of all sensitive HR/Recruitment information and other IRC pertinent information in the office.
  • Develop a deep understanding of the IRC’s culture and values and align these with sourcing and attracting talent.

Minimum Qualifications:

  • University or Institute degree, preferably in Business administration, IT, English literature or related fields
  • Approximately 2 years of experience in an HR position
  • Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
  • Previous experience in an emergency or conflict-afflicted setting is required.
  • Very strong proficiency in MS Word, Excel, Access and PowerPoint is required.

  • Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing and facilitating training and sessions.

  • Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.
  • Highly collaborative and resourceful; ability to establish positive working relationships with staff members at all levels to maximize cooperation and productivity.
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Curiosity, a desire to continually learn and develop is a must.

Language/Travel:

Advanced Written and Spoken English skills required

Travel: 50% within DEZ, and 50% within RAQ, as well as attending any workshops and meetings.

Key Internal Contacts: All staff members in DEZ and RAQ Offices

Key External Contacts: collaboration with relevant stakeholders when coordinating for trainings and team building activities.

The package includes competitive compensation, return flight to post, shipping allowance, temporary housing and a relocation allowance. Certain restrictions may apply.
