Program Summary:
Project HOPE is providing humanitarian assistance to conflict-affected persons throughout Gaza. The portfolio in Gaza focuses on Health, Mental Health, Protection, and WASH programming by Project HOPE and in partnership with local NGOs. Project HOPE is working to scale up its emergency response efforts while building a longer-term country program.
This position will be based in Gaza. Local Nationals Only.
POSITION SUMMARY:
The Human Resources (HR) Manager will be responsible for providing leadership for the HR function for staff members across Project HOPE’s Gaza program. The HR Manager will lead a team of HR Officers to ensure high quality and efficient staff recruitment, onboarding, contracts management, compensation and benefits, code of conduct compliance, learning and development, employee relations and staff care.
PRINCIPAL RESPONSIBILITIES
- Provide leadership for the HR function for staff members across the Gaza programs with HQ Global Human Resources support and ensure compliance with local labor laws and Project HOPE policies and procedures.
- Partner with the Country leadership team to understand the field program objectives, developing the HR strategy for the country, while ensuring its alignment to the country’s strategy.
- Act as an expert for all HR matters and promote the HR department as a partner to the field program objectives and goals.
- Manage the talent acquisition process for all local positions, ensure all effectively receive orientation and onboarding, ensure all local staff contracts are in place and policies and procedures are followed according to labor laws and internal regulations.
- Oversee development of country handbook with collaboration with relevant stakeholders and it is regularly updated, ensuring compliance with local legislation, humanitarian principles, donor requirements, and Project HOPE HR global policies and guidance.
- Ensure accuracy of employee’s timekeeping and timely execution of monthly payroll together with coordination all relevant departments.
- Ensure timely processing of all HR related data and records through Project HOPE systems ensuring monthly trackers and reviews are implemented.
- Oversee administration of benefits and are compliant with local legislature.
- Actively promote safeguarding and protection from harassment, bullying and sexual misconduct in the workplace.
- Act as credible, reliable, and impartial facilitator in preserving a healthy and productive work environment, in conflict resolution, and disciplinary processes.
- Coordinate performance reviews and management with managers and monitoring employee attitudes, productivity, and performance outcomes, while supporting depart heads to enhance staff development and capacity building.
- Support the management team, coaching and development of national staff to build a cadre of skilled, committed and motivated staff.
- Provide training and guidance to employees in HR related compliance responsibilities and ensure all staff are informed and trained about existing policies and procedures.
- Manage the offboarding process of all local staff.
- Support HR HQ on administration and documentation as needed.
- In coordination with Logistics and Security teams, ensure suitable accommodation and living arrangements are provided to all international staff, consultants and visitors.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in business administration, organizational management or related area.
- Five years minimum of HR professional experience in a similar position with at least 3 years of experience in staff management capacity.
- Previous experience with NGOs in HR emergency response set up and management.
- Knowledge of local labor laws and practices and ability to understand and interpret the legal administrative framework of the mission and implement it in line with the organization rules.
- Demonstrated experience in implementing HR policies, procedures and systems.
- Strong knowledge of training and recruitment process: identify, analyze and implement changes on training and recruitment needs of the mission.
- Strong leadership skills and ability to analyze complex organizational challenges and present solutions.
- Strong interpersonal skills and commitment to humanitarian principles.
- Flexibility and adaptability to challenges and changes in work environment.
- Strong written and oral communication skills.
- Teamwork and cooperation and can cope with stressful workload.
- Fluent knowledge of English and of local language (Arabic).
- Essential computer literacy (word, excel and internet).

- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Emergency deployments may be in resource-deprived environments with austere living conditions.
- Travel for extended periods may be by air and/or other modes of transportation.
- Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
