JOB CONTEXT:

HI has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and Hodeydah were launched 2022.

YOUR MISSION:

Reporting to the Programme/Country Director, the Regional/Standalone HR Manager shapes and executes HR components of the Programme’s Operational Strategy, acting as the main contact for Headquarters and HR operations. He/she ensures HR activities align with budgets and HI’s frameworks, while proactively analyzing contextual changes for risk and opportunity identification.

Responsibility 1: Manages

  • Exemplarity: the manager embodies HI’s values on a daily basis and is a role model.
  • Vision: grasps strategy, translates to team objectives, drives change, gives purpose in actions, fosters inter-divisional exchange, promotes innovation and risk-taking.
  • Operations & Delivery: organises the operational management of his/her team, structures work around the processes identified, oversees performance, and facilitates problem solving.
  • Coaching: Empowers team development, fosters commitment, professionalism, and dedication to HI. Ensures adherence to code of conduct, institutional policies, and expected behavior.

Responsibility 2: Designs HR aspect of Operational Strategy and Oversees action plan:

  • Drafts, revises and implements the HR part of the Programme’s operational strategy in compliance with HI’s policies and mandate.
  • Translates the HR strategy into action plans for the Programme as a whole.
  • Advises the Regional/Country Director during major reorganisations of the Programme’s human resources.
  • Produces, compiles and analyses standard HR indicators for the Programme’s dashboard; where necessary, creates HR-specific KPI.
  • Is responsible for evaluating, mitigating and dealing with the budgetary, security and social effects of HI-related risks.
  • Represents HI externally with regard to HR aspects and develops the local partnerships required for the development of his/her scope of responsibility.

Responsibility 3: Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility:

  • Oversees implementation and quality control of all HR policies, processes, and tools within the Program. Drafts, updates, and enforces HR framework documents including International and National Staff Terms of Engagement, Internal Regulations, and disciplinary guidelines.
  • Assists and supervises his/her team with the adaptation and contextualisation of HR frameworks.
  • Is responsible for the legal and regulatory monitoring of the entire.
  • Is responsible for the quality and observance of the programme’s auditing, internal control and archiving procedures.

Responsibility 4: Operationally implements HR strategy and policies

4.1: Oversees the dimensioning and quality of Programme resources:

  • Supports the Executive Team in organizing communication and decision-making channels, adapting team organization charts, and addressing HR needs such as staffing and workforce profiles.
  • Collaborates with the Finance Manager to develop HR budgets for project proposals and oversees staff wage bill management.
  • Manages the program’s compensation and benefits system, monitors contextual factors affecting compensation, and oversees diversity policies including Disability, Gender, and Age.
  • Provides guidance on HR aspects of local partnerships, including evaluation, support/training, and contract review.
  • Ensures quality recruitment processes and coordinates HR reporting in alignment with HI’s global HR deadlines.

4.2: Oversees the Programme’s Career Management and Skills Development systems:

  • Is responsible for the quality and implementation of the Programme’s HR cycle including the career-management and mobility policy.
  • Facilitates, coordinates and ensures the implementation of the skills-development strategy for the Programme as a whole.

4.3: Coordinates and guarantees the quality of the Programme’s administrative management for all members of staff:

  • Represents HI at public administrative bodies.
  • Establishes and monitors the contractual system for the Programme’s national staff. Is responsible for the implementation and quality of the Programme’s physical and mental health policy in line with HI standards.
  • Is responsible for the quality and compliance of the payroll process for the Programme’s National Staff.
  • Is responsible for the archiving process for HR documents.
  • Is responsible for implementing the movement policy for International Staff (R&R, visas etc.).

4.4: Assists managers on his/her Programme with the implementation of HI’s HR policies:

  • Ensures or participates in the communication of HI policies and frameworks to managers: explains, clarifies, answers questions.
  • Is responsible for monitoring the correct application and compliance of HR frameworks and policies by managers.
  • Ensures the deployment of Manager 2.0 policies and tools on the programme.

4.5: Legal and social aspects: is responsible for maintaining the social environment and ensuring the Programme’s compliance with the legal HR framework.

  • Is responsible for the existence, legal compliance and implementation of a staff-representative system within the Programme and represents HI on these bodies.
  • Is responsible for informing staff on the Programme.
  • Ensures that contracts with local legal advisors specialising in employment law are in place.
  • Oversees the management of disputes with HI staff or third parties.

4.6: Supports the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies.

Responsibility 5: Emergency preparedness and response

Oversees emergency preparedness actions in his/her department and, in the event of an emergency, reorganises the priorities of his/her team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI.

CHARACTERISTICS OF THE POSITION:

The position is based in Sana’a or Aden. Expatriate is expected to travel between HI bases (Aden, Mokha, Hodeydah and Hajjah). In the four locations, there are shared guesthouses well equipped with a safe room.

Most work is office-based with some opportunities to go out for work purposes. Limited outside movement is allowed for non-work activities in Sanaa and Aden, all by car. HI has imposed a curfew. Sana’a, Hodeydah, and Hajjah are relatively calm, but security is volatile in southern areas. Sanaa and Hodeydah have experienced occasional airstrikes. The mission has established security protocols for team safety. Despite the country’s situation, expatriate risk is low, with no critical incidents reported recently.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

Dress code: Men are expected to wear long pants and at least short-sleeved shirts. Women are required to wear an abaya and hijab (headscarf) outside the compound. In the office, appropriate attire for women includes long pants and long-sleeve shirts.

REQUIREMENTS:

  • You have at least 6 years of overall professional experience and at least 3 years of experience in finance management in emergency responses in conflict-affected countries.
  • Written and oral communication in English.
  • You are capable to manage stress and are known for your ability to overlap priorities, your flexibility and adaptability skills.

CONDITIONS:

At HI, the conditions offered are up to your commitment and adapted to the context of your mission.

  • 12 months International contract starting from End of August 2024
  • The international contract provides social cover adapted to your situation:
    – Unemployment insurance benefits for EU national
    – Pension scheme
    – Medical coverage with 50% of employee contribution
    – Repatriation insurance paid by HI
  • Salary from 2869€ gross/month upon experience
  • Perdiem: 577,90€ net/month – paid in the field
  • Hardship: 500€ net/month paid with your salary
  • Paid leaves: 25 days per year
  • R&R: 7 days every 8 weeks
  • Position: unaccompanied.
    – Payment for travel costs (air ticket & visa) and transport of your personal effects
    – A child allowance of 100€ per month, per child (from the second child) paid in the field
  • Housing: Collective taken in charge by HI
