The Program Officer serves on the Women’s Empowerment practice team, within the Program Management Unit (PMU). The Women’s Empowerment practice has multiple responsibilities, including implementing a portfolio of global women’s empowerment and leadership development programs and providing technical assistance and mainstreaming support to programs across the organization. In addition, the team helps lead different women’s empowerment thought leadership events and participates in various learning and advocacy networks. The Program Officer will support the day-to-day technical management and administrative support of different projects and activities. This may include, but is not limited to, ensuring timely execution of work plan deliverables; developing and editing tools and other technical documents; providing research support on gender equality and social inclusion analyses; supporting the development of quarterly, annual, and other program technical reports; supporting monitoring, evaluation, and learning activities; providing coordination support to women’s empowerment new business development opportunities; supporting delivery of thought leadership events; and supporting program teams to achieve high quality project results on time and on budget.
Responsibilities
Project Management:
- Support and assist the implementation and administration of current Women’s Empowerment projects, as well as any anticipated additional programming.
- Assist the training team in preparing for and implementing virtual and in-person women’s empowerment training events and workshops to ensure seamless delivery. For virtual events and trainings, manage breakout rooms, monitor the chat, and create and manage tools such as Miro boards, Google Docs, videos, etc. Upload and manage learning platform content.
- Contribute to and participate in the portfolio’s monitoring and evaluation efforts, knowledge management, and harnessing best practices to contribute to thought leadership, technical excellence and both internal and external learning. Lead and support the distribution, collection, and analysis of program evaluations, and generate reports.
- Coordinate cross-departmentally to ensure projects receive necessary and timely support to implement with excellence and compliance.
- Regularly maintain participants’ and graduates’ database. Lead and support mentorship programs, ensuring their effectiveness and impact.
- Provide input and support to Counterpart’s Project Support Unit to assist with proper tracking of program expenditures and consultant invoices to ensure projects remain within budget allocations and are implemented timely against a project work-plan.
Research and Analysis:
- Work with Women’s Empowerment team and project team members in different countries to provide support and technical input on Gender Equality and Social Inclusion (GESI) analyses, action plans, and other short-term technical assistance (STTA) on women’s empowerment and GESI deliverables.
- Conduct desk research for GESI analyses, action plans and tools.
- Help review GESI analyses and provide editing and formatting support.
- Help provide some writing support to aspects of GESI analyses and action plans.
- Help coordinate key informant interview calls, take notes, and incorporate into GESI analysis processes.
New Business Development:
- Assist with assessing the feasibility of new funding opportunities and contribute to the substantive design of new programs.
- Support new business development (NBD) efforts as assigned including serving as a proposal coordinator.
- Conduct research and other rapid analyses to inform pursuit decisions and the technical and cost proposals.
- Help keep NBD team members organized and on task with deadlines and deliverables.
- Support the editing, formatting, and packaging of technical and cost proposals.
- Document discussions and decisions in important meetings.
- Develop and write past performance, resumes, and qualification statements.
- Draft Purchase Orders, review invoices, and process payments for consultants.
Qualifications
- Bachelor’s degree in international studies, gender studies, political science, international development, or education, African, Asian, or Latin American studies, sociology, communications, or another area of relevant study.
- Minimum three years’ professional experience supporting international development programs, women’s empowerment and/or new business development experience is a plus.
- One to two years’ experience supporting new business development efforts. Experience supporting USAID bid processes preferred.
- A keen interest in global women’s empowerment as well as any of the following: gender equality, social inclusion, women’s economic power, women in governance, women and resilient food systems, women’s leadership development, and/or gender-based violence.
- Demonstrated experience working with United States Agency for International Development (USAID) funded projects.
- Program management experience, including basic accounting necessary to draft and oversee a budget.
- Strong computer skills, including MS Office Suite programs, Zoom, Microsoft Teams, and web-based research tools, as well as familiarity with navigating social media platforms like LinkedIn.
- Superb organizational skills and an ability to focus on details, prioritize, and multi-task in a high-speed environment.
- Ability to think quickly and effectively to solve problems, handle multiple projects, determine priorities in dynamic professional setting.
- Excellent interpersonal and cross-cultural skills; commitment to collaboration; solutions-oriented team player who is committed to the principles of diversity, equity, inclusion, and accessibility.
- Strong research, written, and verbal communication skills.
- Fluency in English is required. Additional languages (Spanish) is a plus.
Annual Salary Range: $50,502- $65,652
