Functional Responsibilities
Under the overall supervision of UNOPS Senior Programme Manager or designated person, the incumbent works under the guidance of Information Systems Officer, with delegated authority, the incumbent will be responsible to perform following tasks:

- Client Interactions
- Enable application transformation from legacy platforms to new technologies
- Perform system analysis for Microsoft 365 and Commercial Cloud solutions
- Manage the application transformation capacity
Description of Functions:
1. Client Interactions:
- Build and maintain strong relationships with clients by understanding their business objectives, challenges, and preferences.
- Coordinate meetings, presentations, and other interactions with clients to provide updates, gather feedback, and discuss project progress.
- Collaborate with clients to identify and act as a liaison between clients and internal teams to address and resolve any issues or challenges that may arise during the course of the engagement.
2. Enable Application transformation from legacy platforms to new technologies:
- Perform business analysis, functional and technical requirements, prepare related documentation.
- Review and research possible technology solutions within the approved, standard framework
- Provide tier-3 support for all managed applications and act as a focal point.
3. Perform system analysis for Microsoft 365 and Commercial Cloud solutions:
- Design and implement commercial cloud and Microsoft 365 solutions and provide guidance on services and licensing to the internal teams.
- Collaborate with the could administrators and service management teams on architecture reviews, onboarding, and provisioning of components.
- Stay informed about updates, assessing their relevance to the organization.
4. Manage the Application Transformation capacity
- Provide team oversight and manage projects and activities ensure that all reports are produced and submitted within the deadlines.
- Prepare unit workplan and develop clear team objectives and KPIs for the FA • Ensure projects are delivered and are compliant with OICT quality standards throughout the application development life cycle.
5. Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above
Impact of Results
The ICT Specialist manages and engages in all project activities of application transformation initiative, ensuring activities and deliverables meet established service level agreements; manages and actively participates in projects of significant importance to the organization; works with minimal supervision and in accordance with team’s goals; keeps abreast of available technology and shows willingness to learn new technology.
Education/Experience/Language requirements
Education
- Advanced university degree (Master’s degree or equivalent) in information technology, computer science, engineering, electronics or in a field related to the post description.
- A first level university degree with a combination of relevant academic qualifications and experience in information technology, computer science, engineering, electronics or in a field related to the post description may be accepted in lieu of advanced university degree.
Required Experience:
- A minimum of five (5) years or more experience in application design and architecture.
- Proven business analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into application/ operational requirements.
- A minimum of one (1) year experience in developing applications on Microsoft 365 including SharePoint, Power Platform and PowerBI.
- Professional certification in Business Relationship Management or project management methodologies such as PRINCE2.
- Experience with UNOPS is required.
Desired Experience: The following experience is optional. Candidates who do not have it are welcome to apply
- Proven knowledge of commercial cloud (Azure and AWS) services including onboarding processes, cost analysis, and managing subscriptions.
- Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
- Proven personal ownership and ability to set and meet high professional standards, flexible and responsive work style with minimum supervision.
- Knowledge and experience in IP networking, routing, VPN, load balancing, firewalls, DNS, and connectivity troubleshooting
- Familiarity with Storage Area Network systems and NFS storage systems
Language Requirements:
- Fluency in English is required.
- Knowledge of a second UN language is desirable.
