Background
NRC has been present in Ukraine since 2014. Since the escalation of the conflict in 2022, NRC has been scaling up the response across the country and working with national partners to reach more people in need. NRC is currently providing humanitarian assistance through the following programmes: ICLA (Information, counselling and legal assistance), shelter, education, protection from violence, livelihoods and food security and multi-purpose cash assistance. In North Ukraine NRC is present in Kyiv, Chernihiv and Sumy oblasts.
ICLA teams deliver legal aid, directly and through partners, to internally displaced, returnees and conflict-affected persons on housing, land and property (HLP), legal identity, IDP registration, employment law and procedures and access to essential services. Capacity building initiatives with key stakeholders are also implemented to strengthen the institutional legal protection response.

The Information, Counselling and Legal Assistance (ICLA) Project Manager is responsible for the ICLA intervention in North Ukraine and the oversight of the projects under implementation, in line with NRC’s strategy and standards. The position encompasses team management, project cycle management, capacity building, integrated programming and coordination with key stakeholders.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Consolidate the ICLA intervention in North Ukraine, in line with ICLA priorities, guidelines and standards.
  • Ensure capacity building and coaching of ICLA staff
  • Overall management of the ICLA projects implemented in North Area Office, in accordance with budgets, logframes, and work plans.
  • Support preparation of proposals (technical, financial and narrative aspects) and reports related to ICLA projects in North Ukraine in coordination with ICLA national team
  • Ensure proper budget monitoring and up to date spending plans
  • Conduct quality assurance of legal service provision
  • Ensure safe identification and referral of cases in need of specialized assistance  Ensuring compliance with MEL procedures and requirements.
  • Contribute to the identification of potential partners and partnerships development with national organizations
  • Oversee capacity building activities targeting key stakeholders
  • Ensure proper ICLA data management and filing of documents
  • Liaise with the ICLA national team, to incorporate guidelines, technical inputs and tools into ICLA activities
  • Contribute to integrated programming with other NRC core competencies  Contribute to specific legal protection trends, risks and needs analysis.
  • Keep up to date with legal developments affecting project participants and stakeholders in order to ensure relevant programming and identify new programmatic opportunities
  • Contribute to advocacy efforts on legal protection issues
  • Participation in relevant coordination fora and clusters. Coordination with key stakeholders including UN agencies, INGOs and NGOs, local authorities and other relevant actors

What you will bring:

  • Minimum 3 years of experience working in similar roles, preferably in humanitarian/recovery context
  • Experience in the field of law and forced displacement
  • Project cycle management skills
  • Team management experience
  • Legal expertise is an asset
  • Documented results related to the position’s responsibilities
  • Previous experience from working in complex and volatile contexts
  • Leadership skills
  • Fluency in English, both written and verbal
