Mission and objectives
Egypt has been an observer state to the International Organization for Migration (IOM) since 1974 and became a full-fledged member in 1991 at which time IOM established its mission in Cairo with the purpose of assisting foreign nationals who had been forcefully displaced by the Gulf War to voluntarily repatriate or resettle in third countries. Since entering into Agreement with the Government of the Arab Republic of Egypt (GoE) soon thereafter, IOM Egypt has since established productive working relations with migration-related ministries, as well as UN partners and civil society. Over the last 25 years, IOM has continuously enlarged its engagement in new fields of concern encompassing a wide range of activities in many programmatic areas such as: labour migration and human development; counter-trafficking; technical cooperation on migration management; migration health; emergency and post-crisis migration management; and resettlement.
Context
The successful candidate will work within the Immigration and Border Governance (IBG) Unit at IOM Egypt that supports relevant Governmental authorities in enhancing their capacities to manage borders and migration efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defense, Ministry of Interior, Ministry of Transport and Ministry of Finance departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighboring countries in the above domains including implementation of international agreements in support of humane and orderly migration.
Task description
Within the delegated authority and under the supervision of IBG- Project Manager or his/her designated mandated representative(s), the UN Volunteer Research Specialist – Immigration and Border Governance will:
1. Develop high quality research products within the Immigration and Border Governance portfolio on policies, legislation, and current issues in Egypt and the region related to the portfolio.
2. Support development of high-quality publications under the Immigration and Border Governance portfolio for the benefit of the Egyptian government and IOM.
3. Draft detailed concept notes for projects.
4. Maintain an up-to-date database, in particular related to border management, migration, human rights, cross-border crime and economic development.
5. Collaborate with relevant departments to gather necessary information and insights for the research products and concept notes.
6. Prepare briefing notes, background papers, and policy briefs.
7. Provide legal and research support during negotiations and activities with government officials and other stakeholders in such fields as human rights, cyber security, border management, and economic development through international trade.
8. Keep the mission and unit management updated with the latest developments and trends in migration and border management areas to provide accurate and relevant information.
9. Work closely with colleagues, partners, and stakeholders to ensure effective collaboration and information sharing.
10. Support the organization of and participate in meetings, conferences, and other events as required.
11. Provide administrative support to the project team, including scheduling meetings, managing correspondence, and maintaining project files
12. Perform other duties as assigned to support the overall objectives of IOM. – Results/expected outputs:-
• As an active IOM team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM and its beneficiaries in the accomplishment of her/his functions, including: Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for workplan and deliverables]
• Develop at least two research products on immigration and border management.
• Support development of at least one publication focusing on migration and/or border management.
• Develop at least four activity Concept Notes.
• Contribute to the development of at least one project Concept Note.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Requirements
Required experience
3 years of experience in the legal profession, human rights, public security, border management, cyber security, or other relevant programmes at the national and/or international level; work experience with law enforcement, and governmental authorities/institutions is an asset, as is experience working in the UN or other international development organizations; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in Migration, volunteerism as a mechanism for durable development, and the UN System.
