Overview
USAID’s Momentum Country and Global Leadership (MCGL) is a globally funded initiative that collaborates with country governments and local NGOs to provide targeted technical and capacity development assistance. The initiative also contributes to global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn, and child health, and voluntary family planning. The MCGL Jordan program supports the USAID/Jordan-funded Government to Government Partnership for Health and Family Planning (PHFP) program, led by the Ministry of Health (MOH). The program aims to promote and provide quality family planning services in Jordan.
Position Summary: The IT & Data Systems Advisor will develop health management information systems and IT solutions to support the management and provision of high-quality family planning services. This includes developing a Training Management Information System (TMIS) and enhancing the MOH Mobile Health Map Application. In addition, she/he will lead the capacity strengthening programs and offering technical support to the MOH staff in different activities. The role requires a service-oriented individual who can interact with diverse end-users and technical staff, prioritize tasks, and resolve technical issues efficiently.
Additionally, the IT & Data Systems Advisor is responsible for the effective running of the technology infrastructure, providing IT support to users, and making recommendations for the improvement of IT services as required.
Responsibilities
Technical:
- Lead technical reviews, updates, and maintenance planning for the MOH Health Map Application, incorporating user feedback to enhance functionality.
- Design and conduct workshops to familiarize healthcare providers and community members with the application’s features.
- Manage the design, development, procurement, implementation, and improvement of the TMIS, ensuring alignment with MOH systems and family planning program goals.
- Design and deliver training programs and knowledge-sharing sessions to ensure sustainable knowledge transfer to MOH staff on family planning data management and IT skills.
Compliance:
- Regularly communicate with the Global IT management team to ensure compliance with Jhpiego IT regulations and best practices.
- Develop and maintain schedules for key activities and reviews in consultation with Global IT Management.
- Manage documentation for system and configuration changes.
- Maintain inventory and asset records of office IT hardware and software.
Backup and Disaster Recovery:
- Establish and maintain a robust backup system for all office computers.
- Develop and implement an IT disaster recovery plan aligning with Jhpiego’s business needs and Global IT’s processes.
Internet and Network Administration:
- Manage relationships with the internet service provider to ensure high-quality connectivity and troubleshoot issues.
- Support LAN/WAN/VPN and telephone or VoIP systems, troubleshooting system and network issues to ensure long-term efficiency.
IT Security:
- Configure and manage systems required to implement and support Jhpiego’s security policies.
- Monitor IT systems for security, conduct user training, and report incidents as per Global IT processes.
IT Knowledge Sharing and Collaboration:
- Collaborate with the Global IT team, participate in knowledge-sharing activities, and provide training on M365 and other cloud collaboration technologies.
IT Administration, Procurement, and Vendor Management:
- Liaise with IT vendors to secure competitive prices and support for IT services and equipment.
- Coordinate procurement of IT equipment and services with Jhpiego’s procurement team and manage IT system implementation projects.
Required Qualifications
- B.Sc./B-Tech in Computer Science or equivalent. Master degree in the related field is preferred.
- 9-10 years of experience in IT and Data Systems roles, preferably with experience in health-related fields such as the Ministry of Health or USAID-funded projects. Supervisory experience is required.
- Proficient in Windows Server environments, Microsoft Hyper-V, VMware, and Microsoft 365 technologies.
- CompTIA Network+ or CCNA, ITIL Foundation certification preferred.
- Strong analytical skills, with proficiency in data management tools and concepts.
- Fluency in English and Arabic required.
