Position Summary

Credence Management Solutions, LLC (Credence) is seeking a Junior Program Control Analyst to serve as part of the Global Health Training, Advisory, Support Contract (GHTASC) Finance team to support the overall Financial Management of the project. The candidate should have directly applicable work experience in the field of financial management and budget analysis. Experience with large-scale programs of various contract types preferred. Salary Range

Full salary range for this position is $75,000 to $90,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Review cost and pricing data for accuracy, completeness, consistency, and reasonableness
  • Ensure that all changes to programs and outcomes are well documented
  • Support the Finance Director with any fiscal and administrative management regarding budgeting, financial reporting, analysis/forecasting for multiple funding sources and various budget components.
  • Pipeline tracking and reporting
  • Assist with tracking the obligations and maintaining them in the system.
  • Communicate effectively and support a one team environment
  • Attending and actively participating (virtually) in monthly meetings with project, program director and the client .This includes preparing financial data for a slide deck, briefing monthly financial statuses, and answering any finance-related questions the Government may have
  • Performs duties to support monthly billing and prepare backup documentation to customer invoices for submission.
  • Creates, maintains, and updates financial trackers and generates financial reports
  • Tracks budget vs. Cost for each subcontractor purchase order
  • Perform cost, price analysis, and develop pricing templates and models to evaluate different strategies and “what-if” scenarios
  • Analyze cost data and work with the Finance Director to review execution strategies
  • Assist with the development of smart and efficient pricing standards, strategies, and best practices where applicable and integrate the same throughout the organization
  • Preparing and managing the forecasting data in Deltek in coordination with the Finance team

Education, Requirements and Qualifications

  • Master’s degree and 1 year of relevant experience, Bachelor’s degree and 3 years of relevant experience, Associate’s degree and 5 years of relevant experience, or High School Diploma and 7 years of relevant experience in finance/accounting or related fields.
  • Strong analytical background, understanding of cost accounting forecasting
  • Experience with pricing proposals from Federal Government Agencies
  • Knowledge of FAR, CAS, allowable/un-allowable costs, and indirect rates
  • Demonstrated experience with budgeting, program control, and forecast modeling across major contract types (FFP, T&M, CPFF/CPAF, IDIQ, etc.)
  • Demonstrated hands-on work experience and knowledge of pricing, including reading, and reviewing RFPs, cost model development, and cost proposal development a plus
  • Demonstrated ability to effectively interact with and present to executive management
  • Demonstrated experience to execute multiple tasks simultaneously working in a team or independently
  • Ability to work in a fast-paced, deadline driven environment delivering results and quality services
  • Exceptionally detail oriented and able to translate big-picture analyses with complex contract structures
  • Strong organizational, verbal, written, analytical, problem solving, and communication skills
  • Expert proficiency with Microsoft Excel, PowerPoint, and Word
  • Experience with Costpoint and Cognos desired, ability to write queries in Cognos a plus
