Background

The Bureau of International Labor Affairs (ILAB) leads the Department of Labor’s (DOL) efforts to ensure that workers around the world are treated fairly and are able to share in the benefits of the global economy. ILAB’s mission is to safeguard the dignity at work, both at home and abroad by strengthening global labor standards, enforcing labor commitments among trading partners, promoting racial and gender equity, and combating international child labor, forced labor and human trafficking.

Dexis Consulting Group is seeking a consultant or entity to provide the services of a Local Evaluation Expert to support data collection fieldwork for evaluations with DOL ILAB in Philippines and Vietnam. The Local Evaluation Expert will leverage evaluation, sectoral, and regional experience to provide technical input at all stages of the evaluation design, implementation, analysis, and report writing for the evaluation. They will work with the Dexis Home Office, Implementing Partners, and Lead Evaluator(s) to coordinate and conduct the data collection, enumeration, and analysis required to produce performance evaluations of international development projects, and support the preparation and finalization of the evaluation report. The Local Evaluation Expert shall have extensive monitoring and evaluation experience, with specific qualitative experience evaluating international development projects in Vietnam or the Philippines.

Responsibilities

Responsibilities of the Lead Evaluator may include, but are not limited to:

• Lead and manage all aspects of the performance evaluation for the assigned project, including evaluation design, implementation, analysis, final report production, and dissemination of each project evaluation.
• Coordinate and engage in discussions with relevant project stakeholders to conduct the necessary evaluations, and ensure evaluations are up to standard.
• Collaborate with DOL, the US Embassy, to coordinate field visits and meetings.
• Manage all aspects of the data collection process including remote and in-person data collection Ensure the quality of all tasks, functions, and deliverables and ensure compliance with DOL procedures and regulations as well as Dexis’ quality assurance processes.
• Respond to feedback from the client and Dexis to finalize Evaluation Report.
• Participate in weekly check-ins with Dexis and discussions with the client, as assigned.

Qualifications

• Master’s degree or higher.
• At least 5 years of experience evaluating international development projects in areas related to the project activities in Vietnam and/or the Philippines.
• Fluent in English, both written and spoken.
• Fluency in either Tagalog or Vietnamese is considered an additional strength.
• Ability to produce high quality reports in proficient English in a timely fashion.
• Expertise in conducting performance evaluations of international development projects using qualitative methodologies.
• Expertise in any of the following areas is preferred and considered an additional strength: child labor, child protection, awareness-raising, capacity building, agricultural supply chains, commercial sexual exploitation of children (CSEC), and acceptable conditions of work.
