Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment. Under its Strategic Note for the period 2023-2027, the UN Women Jordan Country office promotes women’s economic empowerment, gender responsive governance and women’s political participation in alignment with the government of Jordan Triple Modernization Agenda; works to advance the implementation of the Women, Peace and Security agenda including through the Jordan National Action Plan for Women, Peace and Security (JONAP); and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women in camps and host communities in support of the Jordan Response Plan (JRP). Working across the humanitarian-peace-development nexus, the country office is implementing and is prioritizing coherence and interlinkages across its projects and programmes and across UN Women’s triple mandate of operational, coordination and normative work.

The government of Jordan has established the Inter-Ministerial Committee for Women’s Empowerment (IMC-WE) to coordinate, lead and ensure accountability on all matters related to women’s affairs in the government of Jordan.  Since its establishment in 2015, IMC-WE has played a pivotal role in leading and coordinating all efforts related to women’s empowerment in various sectors, especially within the mandate of the different public sub-sectors and ensuring that all concerned parties work to achieve their commitments and responsibilities regarding issues of gender equality and gender mainstreaming in accordance with the national frameworks, plans and priorities. At the forefront of which are the three pillars of modernization in Jordan, represented in the Political Modernization System, the Economic Modernization Vision and the Public Sector Modernization Roadmap. The government of Jordan spares no effort to implement them and sustain their impact in the best way possible. Thus, the legal framework that advances gender equality and women’s empowerment is fundamental to further support IMC’s efforts in attaining and sustaining the achievements of the Economic Modernization Vision and its Strategy for Women’s Empowerment.

 

Reporting

Reporting to the Programme Analyst for Women’s Economic Empowerment, UN Women in partnership with Inter-Ministerial Committee for Women’s Empowerment (IMC-WE) seeks the employment of a Legal Analyst to support the IMC in its efforts in the development of a legal framework in Jordan that supports gender equality and women’s empowerment in alignment with the national priorities and frameworks.  

Duties and Responsibilities

Description of Responsibilities /Scope of Work

  • Support the Legal Working Group under the IMC and provide legal advice about relevant national initiatives in alignment with the Jordanian context.
  • Provide technical support as needed to the Chairperson of the IMC-WE about legal and normative issues concerning gender equality and women’s empowerment.
  • Conduct a desk review using the available literature against international indices and international conventions about the legal gender gap in Jordan and propose reform priorities in alignment with the Jordanian context and national goals.
  • Conduct best and current regional and global practices research for legal reforms for gender equality and women’s empowerment that enable closing the identified and prioritized gender legal gaps to support the achievement of national targets, especially in the Economic Modernization Vision in alignment with the Jordanian context.
  • Provide practical advice on ways to enact the revised laws that are still lack on the implementation side identified by IMC and UNW.
  • Conduct in depth analysis of legal frameworks identified by IMC in partnership of UN Women based on the request of her Excellency the IMC Chair.
  • Prepare knowledge products that are user friendly and present the results to IMC Committees as requested, including legal reforms proposals based on the above deliverables.
  • Attend and participate in the Legal Working group meetings and other relevant meetings as requested.
  • Any other tasks requested by the Chairman of the IMC-WE.

Required Skills and Experience

IV. Required Qualifications

 

 

Education and Certification:

  • A master’s university degree in law or a related field is required.
  • A bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 5 years of working experience as a legal expert or advisor specifically advising on legal reforms for human rights and gender equality and women’s empowerment.
  • Experience in gender equality and women empowerment.
  • 2 years’ experience working with multi-stakeholders structure with the government being one of them in the capacity of legal expert
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Excellent and verbal written communication skills.

Languages

  • Fluency in English is required
