Duties and Responsibilities

In view of the above, OCHA is commissioning a consultant to undertake a light, yet strategic, review of pooled funds in the humanitarian, development, and climate sectors to evaluate how OCHA-managed Pooled Funds – with a specific focus on CBPFs and RHFs – compare with other funds in terms of their governance and management structures, transparency and accountability, as well as overall performance and impact. The light review will be conducted using the existing desk review performed by OCHA and many other background documents, audits, reviews and evaluations, and will be aligned with the OCHA-managed Pooled Funds Theory of Change. Under the overall supervision of the Director of the Financing and Partnerships Division, the consultant is expected to: 1. Conduct a light review of selected, comparable pooled funds in the humanitarian, development, and climate space, and define the parameters against which to measure the efficiency, effectiveness, accountability, and transparency of the OCHA-managed Pooled Funds. Assess the OCHA-managed Pooled Funds and other pooled funds against these parameters to best understand their comparative strengths and opportunities to improve. 2. Compare governance modalities of different Funds and advise whether OCHA-managed pooled fund governance is sufficient to meet standards of accountability and oversight and propose options to strengthen them. 3. Explore how to use the pooled funds to crowd in additional financing, including from climate sources. 4. Define the unique value proposition of the CBPFs/RHFs and where the Funds are most competitive and compelling. 5. Identify opportunities for increased coherence and complementarity with other Funds. 6. Identify areas for investment by OCHA into its pooled funds, in light of global demands and expectations on the humanitarian system.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in political science, social science, international studies, public administration or management, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of fifteen (15) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Management experience in humanitarian or development operations at a senior level is required. Experience in conducting evaluations on pooled funds or similar financial mechanisms is required. Experience in conducting reviews and drafting reports is required. Familiarity with the UN system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
