Program Summary:
Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.
POSITION SUMMARY:
Project HOPE is seeking a Logistics & Fleet Management (LFM) Officer to be part of the Gaza Response Team. The primary responsibility of the LFM officer is to provide operational support structure, committed to provide reliable and timely program activities support in order to achieve efficient services to our beneficiaries. The LFM Officer is responsible for, and accountable for, the delivery of all logistics, fleet management, and supply chain related activities in accordance with Project HOPE’s Logistics policies and procedures. Additionally, they will provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to Project HOPE’s Logistics policies and procedures.
This position will be based in Gaza. Local Nationals Only.
PRINCIPAL RESPONSIBILITIES
- Identify, collect, assess, and integrate regulatory compliance requirements into supply chain processes, policies and business rules, and initiate reviews to ensure relevancy and validity of the existing supply chain guidance.
- Maintain repository of all organizational supply chain operational guidance; ensure personnel are aware of and take steps to comply with relevant rules and regulations; monitor, assess and develop mitigation strategies for risks associated with non-compliance.
- Develop and maintain fleet database, logbooks, and movement plans in accordance with Project HOPE’s Supply chain and fleet management policies and procedures.
- Provide effective and timely planning, oversight, management and coordination of logistics support operations and projects. Ensure effective and timely provision and coordination of diverse logistics support requirements.
- Integrate and monitors the implementation of logistics support plans at all field missions; support the establishment of mission specific supply chain operational guidance and provide expert advice on the implementation of integrated supply chain strategies for the field.
- Coordinate field visit request and movement plans for all Project HOPE team members.
- Develop policy and procedures documentation for field logistics support; provide substantive inputs to the preparation of position papers and reports to policy-making organs.
- Provide effective management and successful coordination of logistics support activities
- Ensure the monitoring of Headquarters and field policy on materials and personnel movement operations.
- Ensure that logistics requirements take account of gender-specific needs.
- Develop plans and procedures for assessing material, staff and their movements, planning and costing of operational budgets.
- Coordinate and direct a team of staff and/or mentor and supervise the work of new/junior officers.
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
- Academic degree in logistics or relevant field experience (desired).
- Certification in Humanitarian Logistic Supply Chain.
- Experience (5 to 7 years) in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, etc.), fleet management and asset management, and distribution support.
- Proven strong technical capacity building expertise and experience with working with partners.
- Proven record on the ability and experience of the management of country logistics and supply chain at a senior level.
- Some record of experience with donor (especially, BHA, WHO, UNFPA, UNICEF, etc. specific procedures) is preferred.
- Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring.
- Strong organizational and problem-solving skills with analytic approach.
- Strong interpersonal, management and leadership skills.
- Ability to work in participatory manner with staff to assess needs, implement and monitor activities.
- Ability to work in harsh conditions, often in remote areas.
- Proficiency with MS Word and Excel (minimum requirements).
- Fluency in English and Arabic is essential.

- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Position will be in resource-deprived environment with austere living conditions.
- Travel for extended periods may be by air and/or other modes of transportation.
- Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
