ORGANIZATIONAL CONTEXT

WFP, through its dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians and works to safeguard livelihoods, build resilience, and reconstitute food systems in vulnerable areas. WFP also lends its technical expertise to support national institutions by strengthening their capacities in responding to shocks and building an inclusive social safety net.

To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods. 

In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.

This position will be based in Gaza and reports to Fuel management and reporting/LSO supply manager/LSO Manager .

LSO introduction:

The Gaza Logistics Special Operations (LSO) Unit has been formed to engage in any activity that could resemble the long-time forgotten Logistics Special Operations. The mandate of the (LSO) unit integrates fleet management, fuel management, special infrastructures design and implementation, and when required, forward logistics assessments and special deliveries. The LSO unit will operate in conjunction with WFP logistics food operations (food deliveries, supply to program plans, food accounting, warehousing, contracting, etc.) and will leverage WFP’s logistics assets and other means of operations.

Background elements to the LSO:

Given the complexity of the logistics operation in Gaza, and to ensure timely delivery, Logistics has streamlined its activities through the LSO (Logistics Special Operations) Unit. The aim of the LSO unit is to provide integrated solutions to achieve critical operational success by augmenting the logistics delivery capacity through non-conventional transport modalities and innovative solutions i.e., Armoured Vehicles, and WFP Fleet. The LSO unit will coordinate and constantly plan response actions with operations team / partners and other concerned stockholders and act as a reserve capacity for complex or time critical operational requirements. For any complex response, the LSO unit will evaluate the urgency of the operational requirement, potential financial impact, safety and security concerns.

In addition, the LSO unit will continue to ensure Supply Chain cost optimization by undertaking initiatives including the rehabilitation, design and/or implementation of infrastructures and, if needed, the opening of additional supply routes; upgrade and improvement of infrastructures and their access; and carry out assessments to identify solutions to logistical challenges.

Logistics augmentations are expected in the following areas:

  • Managing all the data related to Fuel, Spare parts, Job orders and trip records
  • Prepares, compiles, and sorts of documents for data entry.
  • Verifies and logs receipt of data.
  • Transcribes source data into the required electronic format.
  • Transfers information from paper formats into computer files

Summary of Responsibility

Under direct supervision of fuel management and reporting manager, the staff member will be performed the day to day planning, coordinate with clients and support fuel management at fuel station are well operate, the correct and accurate fuel transaction report including physical stock are documented, supervise and maintain the clean and safe fuel station in accordance with WFP policies/procedures and guidelines.

Key responsibilities:

  • Effectively receive/dispatch fuel including transhipment (tanker to tanker) against official approved documentation (e.g. waybills and/or delivery notes) ensuring accuracy in physical count of fuel including the quality in compliance with the established standards.
  • Prepare, verify and sign off fuel station and transport documents, and maintain confidential files and accurate fuel transaction records to ensure immediate reporting on the movements in line with the corporate requirements.
  • Conduct daily fuel closing reconciliation and accurate inventory checks supporting internal control systems in compliance with the fuel management requirements.
  • Perform daily inspections and prepare reports on the quantity and quality of fuel received/dispatched and handled, detect promptly and analyse reasons for fuel stock discrepancies/damages, investigate missing quantity and prepare fuel loss reports recommending appropriate solutions, to enable informed decision-making.
  • Implement appropriate measures to safeguard of fuel tank and fuel station to ensure the quality control using standard preventive measures in line with WFP established procedures and authorization received from the supervisor.
  • Monitor condition of the fuel and fuel station and take appropriate actions, to support efficient fuel storage, handling and dispatched to all clients following WFP warehouse standards.
  • Provide guidance and on-the-job training to fuel tally clerk to contribute to their development and high performance.
  • Perform any other duties as requested by immediate supervisor.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience:

Four or more years of progressively responsible related work experience in managing inventories and processing invoices.

Knowledge & Skills:

  • Good knowledge of fuel management, flow meters and stainers is crucial.
  • Ability to perform minor maintenance and trouble issues with fuel system
  • Fuel Storage and Distribution: Knowledge of how to handle fuel storage and distribution safely and efficiently.
  • Quality Control: Understanding how to maintain fuel quality and perform safety checks.
  • Basic Math and Science: Useful for calculating fuel quantities and understanding the properties of different fuels.

Language:

Fluency in both oral and written communication in both Arabic and English
