BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.

Supply Chain (SC) Planning is required to ensure end-to-end SC visibility for all relevant units, and to leverage advanced analytics, optimization tools and system integration for efficiency and effectiveness gains and data driven decision making. Planning equips SC to better achieve its strategic goals of being agile, reliable & cost efficient, supporting quality & safety, and ensure optimal cross-functional collaboration.

ACCOUNTABILITIES/RESPONSIBILITIES:

South Sudan Logistics aims to continuously improve its supply chain design, delivery and cost performance with the help of the SC planning function. In line with this overarching goal, in close coordination with relevant staff and reporting to the Head of Unit, the Planning Consultant will: 

1. Lead logistics planning analyses, including the development of delivery plans, replenishment requirements ensuring adequate inventory levels to meet forecasted demand and optimal prepo performance, and evaluating the cost-effectiveness of logistics corridors.

2. Coordinate closely with relevant business functions to provide end-to-end strategic, tactical and operational visibility on operations to CO management, anticipating and flagging potential issues to be mitigated or addressed.

3. Leverage network, knowledge, and experience to seek opportunities to enhance effectiveness and efficiency of operations, gathering relevant information and data to understand units’ challenges and provide relevant analytical support and guiding insights to decision makers. Perform what-if scenario analyses to support the resolution of ad-hoc issues and emergencies affecting CO operations.

Support strategic planning activities, including the optimization of the supply chain network and revisions of WFP’s transfers during CSP and Budget Revision processes, CONOPS development and visualization. Develop a set of tracking and analytical tools to monitor the health of the SS logistics operation, linking to programme KPIs and data sets and with alerts to foresee and flag issues. Apply innovative thinking, leveraging analytics and optimization methods to address inefficiencies or operational challenges. Support the development, testing, and implementation of SC planning tools in the CO, including the Prepo Tracking tool, PRISMA, Route the Meal, and Optimus. Build capacity of CO staff in data management, advanced analytics, operational visibility, and in the provision of supply chain related insights to decision makers, in particular through the use of DOTS. Any other relevant duty as requested by the supervisor

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University degree in Supply Chain Management, Industrial Engineering, Data Science, Operations Research, Business Analytics or equivalent.
  • Specialization in Logistics and/or Supply Chain Management

Experience:

  • At least 3 years of working experience in the area of humanitarian logistics
  • At least 3 of relevant postgraduate experience related to the planning and optimization of supply chain operations.
  • Experience in using analytics to support operations management (e.g. planning, optimizing supply chain networks, development of KPIs and visualization dashboards, etc.) is required.
  • Experience with consultancy-type activities (e.g. business analysis, process mapping, data transformation and analysis, presenting conclusions to senior management, etc.) is required.

Knowledge & Skills:

  • Advanced use of Excel, DOTS, and Tableau
  • Highly numerate with an innate ability to analyse and interpret data quickly, and recommend improvements.
  • Effective organizational, interpersonal, and communication skills
  • Flexibility and ability to work with deadlines under stressful conditions
  • Ability to work both individually and in a team as appropriate
  • Problem-solving attitude, able to structure ambiguous problems and solve them through a mix of quantitative and qualitative analyses.
  • Strong time management skills with an ability to plan ahead and anticipate requirements, problems, and obstacles.

Languages:

  • Verbal and written fluency in English
