The German Red Cross (GRC) is part of the International Red Cross and Red Crescent Movement, the largest humanitarian network in the world. In our work both internationally and at home, the GRC is committed to the seven principles of the Red Cross: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
Working in the GRC National Headquarters in Berlin, you will help shape the future direction of the DRK e.V. as a national Red Cross society and umbrella organisation of non-statutory welfare organisations. Every day, you will support GRC’s work providing comprehensive aid for people in conflict situations, disasters and health or social emergency situations, solely based on their level of need.

At the earliest possible date, we are looking for a Manager (m/f/d) Outbreak Response (Public Health).

The position is anchored in the International Cooperation department of the headquarters of the GRC and assigned to the team “Programs and Cooperation with Sister National Societies”. In the “Surge & Readiness Unit”, you will work on the development and implementation of approaches to prevent and contain outbreaks of infectious diseases, with a particular focus on public health and community-based activities.

The role is part of the Global Project, conducted in cooperation with the Federal Foreign Office, which aims at strengthening and further developing international humanitarian aid and the international humanitarian system.

The employment is full-time. The employment offer is initially limited until 30. June 2026.

Your tasks:
Project management in Emergency Health
• Project management and conceptual work aimed at achieving the objectives of the “Emergency Health” component of the Global Project with the Federal Foreign Office on health in humanitarian assistance
• Support the management and implementation of pilot projects focusing on community-based prevention and control of epidemics in collaboration with the respective country teams
• Management of financial resources and ensuring compliance with financial guidelines and donor requirements in the use of funds
• Preparation of reports and documentation of relevant content and processes

Further development of GRC’s surge tools and services in Public Health with a focus on the prevention and control of epidemics
• In coordination with partners of the International Red Cross -and Red Crescent Movement, as well as with German and international humanitarian actors, further development of concepts for community-based measures for the prevention and control of epidemics
• Support the development, piloting, and establishment of public health modules for community-based prevention and control of epidemics as part of the standardized Emergency Response Units (ERUs) of the International Red Cross -and Red Crescent Movement in the health sector
• Support the further development of a work plan for the integration and promotion of community-based prevention and control approaches for epidemics in existing and new GRC health projects
• Continuous analysis of global, national, and regional approaches and trends in infection prevention -and control with a particular focus on community-based approaches (technical and policy perspective)

Management of the surge delegate pool for Public Health profiles
• Management and maintenance of the Public Health surge delegate pool and organization of professional exchanges among its members
• Further development of content for training in the field of Public Health
• Planning, preparation, and implementation of trainings in the field of Public Health in Germany and abroad
• Support the recruiting of members for the Public Health surge delegate pool for deployment in international emergency relief missions

Other
• Provide technical advice for international ERU missions, both remote and in-country if required
• Conceptual development of Public Health approaches in humanitarian assistance and strategic positioning of the GRC within the Red Cross -and Red Crescent Movement
• Establish and maintain networks and partnerships with relevant partners within the Red Cross -and Red Crescent Movement as well as with external partners

Your profile:
• University degree, preferably in Public Health or Epidemiology
• At least 2 years of work experience and solid knowledge in humanitarian assistance or development cooperation in community-based health
• Extensive knowledge and relevant work experience in project management of humanitarian assistance or cooperation development projects
• Extensive knowledge and experience in implementing measures for the prevention and control of infectious diseases (preferably in humanitarian contexts)
• Experience in community-based health prevention and care (preferably in humanitarian contexts)
• Skills and experience in conceptual work
• Experience in collaborating with local partner organizations is of advantage
• Knowledge of work and experience within the International Red Cross and Red Crescent Movement is of advantage
• Qualifications in medicine, pharmacy, and/or medical logistics are of advantage
• Strong team player with a strong willingness to cooperate
• Proficiency in English is required; good knowledge of Arabic, Spanish, German or French are of advantage
• Good computer skills (especially Office 365)
• Willingness to travel abroad and certified fitness to work in tropical climates (G35)
