POSITION SUMMARY:

HIAS seeks a Managing Attorney to oversee HIAS’ immigration legal service programs serving forcibly displaced persons of concern in the United States. The Managing Attorney will supervise members of the legal team in Silver Spring, Maryland, and also manage a small caseload of clients before USCIS, the Immigration Courts and the Board of Immigration Appeals, family courts, and federal courts.

Note, the salary range for this position is $100,000.00-110,000.00.

ESSENTIAL FUNCTIONS:

  • Provides mentorship and supervision to staff attorneys in Silver Spring office.
  • Manages program-related activities and ensures adherence to procedures in Silver Spring office.
  • Works with Director, Immigration Legal Services in developing departmental policies and procedures.
  • Determines which cases to accept for representation by HIAS and/or pro bono attorneys in line with HIAS’ mission and priorities.
  • Recruits and trains new staff for the Silver Spring office in the essential functions of their positions.
  • Represents a small caseload for immigrants in HIAS’ Legal Services program; develops cases and represents such clients before the Asylum Office, Immigration Court, Board of Immigration Appeals, and family courts.
  • Represents HIAS in meetings with partner organizations and professional legal forums in order to develop collaborations and to further the interests of HIAS’ target client population.
  • Identifies areas for legal staff skills improvement and creates training and development opportunities for them.
  • Attends conferences and lectures while staying informed of current developments in immigration law and procedures.
  • Responds to inquiries about immigration law and procedures from other HIAS staff, as well as external individuals, organizations and cooperating agencies.
  • Maintains records and prepares program reports in compliance with the requirements of any and all grants or agreements.
  • In conjunction with the Director, Immigration Legal Services, manages and administers grants funding the Silver Spring program and assists with proposals for funding.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Juris doctor and state bar admission in any state; Maryland bar admission preferred.
  • 5-7 years of experience with immigration law and removal proceedings, with a demonstrated understanding of US immigration law and procedure in humanitarian-based immigration relief and removal proceedings.
  • A minimum of 3 years’ supervisory experience with a dedication to teaching and mentorship within the supervisory relationship.
  • Spanish fluency is required; additional language fluency highly desired.
  • Experience in Federal District Courts or Courts of Appeal highly desired.
  • Demonstrated history of developing, implementing, and ensuring adherence to sets of policies and procedures.
  • Commitment and dedication to serving HIAS’ target population (low-income immigrants from around the world who fear grave physical harm in their countries of origin).
  • Strong sense of empathy and compassion.
  • Strong litigation, analytical writing, and public speaking skills.
  • Ability to work with clients of a range of backgrounds with sensitivity to culture, trauma history, age and other vulnerabilities.
  • Able to be present in areas throughout the DMV (i.e. provide your own transportation to immigration court, etc.).
  • Creative problem-solver in identifying and pursuing various legal strategies and forms of relief in support of HIAS clients.
  • Must be innovative, self-directed, and able to meet deadlines.
  • Highly organized and thorough work ethic.
  • Ability to navigate and manage physical and electronic case files.
  • Travel, to include travel to insecure operating environments, may be required.
